Procurement consultancy services

Description

Ski Municipality will procure procurement consultancy services on behalf of Ski and Oppegård Municipalities. The municipalities have separate procurement departments that, as a starting point, cover the need for procurements. As the municipalities will merge and become Nordre Follo Municipality on 1.1.2020, and there is a high investment rate, there is a need for a Framework Agreement for assistance for all or parts of the procurement process. There will be an estimated 10 procurements per annum in total for both municipalities, this number is not binding for the municipalities. In addition there can be a need for assistance with individual assignments in the tender process. The chosen tenderer must have good competence to carry out procurement processes within all disciplines, procedures and contract forms, and they must have good competence in the Public Procurement Act and Public Procurement Regulations and the Utilities Regulations. Both municipalities currently use Mercell as the tender management system, and the chosen tenderer is expected to use any system that the Contracting Authority switches to.
