As part of the development of the procurement strategy for a Civil Engineering Framework Agreement, Forestry and Land Scotland (FLS) is seeking views and information from the marketplace. Please see the "FLS-1619 - PIN Supporting Document" in the Attachments of this notice for further details on: - the proposed tender process and framework agreement operation - details of a supplier webinar in relation to the framework agreement - a request for information through a questionnaire Please note, the framework agreement to which this notice relates will have a lotting structure. However, II.1.6) of this notice indicates that it is not divided into lots. To be clear, this simply means that this pre-market engagement notice is not divided into lots. Lot 1: As part of the development of the procurement strategy for a Civil Engineering Framework Agreement, Forestry and Land Scotland (FLS) is seeking views and information from the marketplace. A framework agreement provides a route to market for public sector contracting authorities to procure goods, services and works from a list of pre-approved suppliers under previously agreed terms and conditions. The framework agreement will become FLS’s primary route to market for Civil Engineering requirements from March 2026. Please see the "FLS-1619 - PIN Supporting Document" in the Attachments to this notice for further details on how the framework will be used for the award of Civil Engineering requirements with FLS. The framework agreement will be lotted into different work types. The proposed lot types are as follows: - Maintenance and Small-Scale Works - Large-Scale Works and Grading - New Bridges and Bridge Maintenance - Panel Bridges - Crushing Further details on what may be included under each of these lot types can be found in the "FLS-1619 - PIN Supporting Document". --- FLS recognises the value of market participants having the opportunity to contribute to the development of the procurement strategy on a non-competitive and non-judgemental basis. Therefore, a market engagement questionnaire has been created to gather feedback which may be used to inform the process. We would greatly appreciate if you could take the time to respond to this. The webinar will be hosted in collaboration with the Supplier Development Programme. The purpose of the event is to provide a better understanding of the framework agreement and to gain feedback which could be used to inform the tendering approach and operation of the framework agreement. The event should last approximately 1 hour and will consist of: - A presentation about the framework agreement. - An interactive Q&A session. The webinar will be held at 2.00pm on Thursday, 24th July 2025. All interested parties are invited to attend the webinar.
