Summary of the work Programme and clinical oversight service to support the national Health and Justice Information System (HJIS) deployment Expected Contract Length 10-12 weeks Latest start date Monday 1 October 2018 Budget Range £60,000-£80,000 Why the Work is Being Done A new clinical records system is being deployed across the secure and detained estate. A service to provide expert programme and clinical oversight is required to support this. Problem to Be Solved Service required to support the programme teams with the following: 1. Provision of an expert programme direction and oversight service which includes specific senior clinical input 2. Manage various key stakeholders within the organisation and external parties 3. Support robust programme controls and governance 4. Strategic oversight of the HJIS programme 5. Liaison between operational HJIS team and central and regional NHS England H&J teams Who Are the Users There are approx. 5,000 end users who are currently being trained on the new solution and work across approx. 120 locations. Existing Team The existing deployment team comprises regional project managers, trainers, system specialist and administrator. Current Phase Live Skills & Experience • 1. Have demonstrable success in the delivery of programmes within the last 12 months, using industry programme management methodologies within the Health and Justice Secure Residential Estate. • 2. Demonstrable experience of successfully securing funding from NHS England investment committee • 3. Clinical safety officer experience • 4. Have demonstrable experience in reporting, planning, risk, dependency, financial and change management aspects of a Programme within the last 12 months within the Health and Justice Secure Residential Estate. • 5. Demonstrable expertise in the transition of programmes into a live service environment within the last 12 months within the Health and Justice Secure Residential Estate • 6. Experience of SPINE compliant NHS Electronic Medical Records Systems • 7. Extensive experience of delivering medical services within a secure and detained setting as a GP • 8. Demonstrable experience of working at or just below Ministerial Level Nice to Haves 1. Knowledge of the wider Criminal Justice pathway and the role of healthcare within that path e.g. liaison and diversion services Work Location London and nationwide Working Arrangments As per the requirements of the project, travel to sites will be required and attendance at meetings in Leeds and London. Home base is acceptable when on-site presence not needed. Security Clearance All staff engaged on the programme must be security cleared to HMPSS SC level. No. of Suppliers to Evaluate 3 Proposal Criteria • 1. Extent to which the proposal describes how the proposed service meets the 8 essential skills and experience criteria and 5 cultural fit criteria • 2. Proposed solution/approach to NEL CSU’s request • 3. Description of how incoming service will integrate with existing delivery teams • 4. Team structure, organisational make-up and quality of submitted CVs. • 5. Value for money of the proposed solution • 6. Service quality - how do they ensure they are providing the right people for the job, how do they assure quality of delivery during the work package Cultural Fit Criteria • 1. Need to describe how the supplier will collaborate with various senior key stakeholders across multiple organisations. • 2. Need to describe how the supplier will offer a flexible approach • 3. Need to describe how the supplier will operate in a workplace with mixed skills and experience • 4. Need to describe how the supplier will provide an honest and transparent approach • 5. Need to describe how the supplier will manage working across organisational boundaries in a very demanding, high-output environment. Do potential suppliers need to already be security cleared to HMPSS SC level before applying? We cannot discount a supplier solely because they can't offer a security cleared team, but it would definitely be a concern to us because the time taken to gain clearance would delay the start of the work, and also it is a risk to us if we appoint a non-SC cleared supplier and the team subsequently fail their vetting.
