The assignment for the external investigator is limited to assessing whether the current organisation of the roads sector at the government level contributes to efficient use of resources, political control and safeguarding of the overall objectives of the National Transport Plan (NTP). This means that the Ministry of Transport and Communications [Samferdselsdepartementet (SD)] is planning a broad evaluation of the decision to establish a separate road company rather than pure evaluations of Nye Veier AS (NV) or the Norwegian Public Roads Administration [Statens vegvesen (SVV)] in relation to the company's purpose and the instructions to the agency, respectively. The Ministry would like to map the effects that the establishment of NV has had on the roads sector as a whole, both through what NV itself has done and through the changes it has caused at SVV and possibly other stakeholders in the sector. See annex 1 of the contract for further details. Lot 1: The Hurdal Platform states that the government will "investigate how the development, operation and maintenance of roads should be organised in light of the fact that an increasing number of developers and road owners pose a risk of increased costs, more fragmented professional environments and less coherent development".
