Procurement of single-dose packaging machine - notice of purchase from existing supplier

The Sykehusapotekene HF (SAHF) [The Hospital Pharmacies Trust] department in Skien currently has a production setup with 3 Baxter Proud single-dose packing machines. One of these has recently broken down, and the other two were procured in 2014. The estimated service life of these machines is 10 years. In order to ensure the department's delivery capacity and to be able to meet the hospitals' increased need for deliveries of stocked and patient-labelled single-doses, and to reduce the risk of machine breakdown, there is a need to procure a new Baxter Proud single-dose packaging machine. The packaging machines are integrated into the hospital network and the hospital pharmacy with associated control units and software supplied by Baxter. Lot 1: The procurement of a single-dose packing machine will be carried out as a direct procurement. SAHF believes that there is a legal basis to make a procurement without a contest in accordance with the PPR, section 13-4 b (2). We believe that a contest is impossible due to technical reasons as there are no reasonable alternatives and the lack of competition is not due to the contracting authority having adapted the procurement documents for a specific service provider. Due to technical reasons, there is only one tenderer who is able to deliver this equipment. Detailed justification The SAHF department in Skien has good experience with the current supplier and this contributes to ensuring stable and effective production of single-doses for Norwegian hospitals. We consider that a possible choice of another machine will entail an increased risk, high transaction costs and a great need for personnel training.
