Description
Rana Municipality has approx. 2050 employees, distributed between approx. 1726 man-labour years. The Municipality is one of the region's largest employers. Rana Municipality is situated in Nordland County and with its 4,463 km2 is Norway's 4th largest municipality in the area. The town of Mo i Rana is the centre of Rana Municipality. The municipality has 26,000 inhabitants, which makes it the third largest municipality north of Trondheim in Norway. Rana Municipality hereby invites tenderers to a tender contest for a four-year framework agreement for occupational health services (2022 - 2026). The agreement includes Rana Municipality except for Mo i Rana Havn KF [Mo i Rana municipal port authority]. Lot 1: The estimated annual value of the agreement is between NOK 600,000 and 800,000 excluding VAT, to a total of NOK 2.4- 3.2 million. excluding VAT. The contract will be valid for 4 years from date of signing. The objective of the contract is to: - Ensure the Municipality access to good occupational health services at the lowest possible cost. - Support the Municipality's work with an action plan for the Agreement on Inclusive Working Conditions. - Undertake the administrative responsibility of carrying out the contract at the lowest possible level. - Ensure that laws and regulations are complied with, including that requirements given in the working environment legislation and the internal control regulations are followed. The services must be of such quality that the described need is fully covered, without the need for follow-up work on behalf of the contracting authority. The service provider shall provide the services in accordance with applicable laws, regulations and circulars that are relevant to the contract. This applies, among other things. the following laws and regulations: - Act of 17 June 2016 on Act relating to working environment, working hours and employment protection, etc. [Working Environment Act] § 3-3 - National insurance act (Norwegian: Folketrygdloven) - LOV- 1997-02-28-19 - Regulations on organisation, management and participation. FOR-2011-12-06-1355 - Regulations relating to systematic health, environmental and safety activities in enterprises [Internal control regulations]. FOR-1996-12-06-1127 - Regulations relating to execution of work. FOR-2011-12-06-1357 in cases where the quality is not defined in any other way, the quality must be at a normally proficient level for such services. In cases where the contracting authority believes that the quality is unsatisfactory, the tenderer and the contracting authority must agree on the quality of the service. The contracting authority refers to 2.3.1 non-invoicing hours. See Part 1 of the tender documentation with an invitation to ask questions if the quality requirements are perceived as unclear. Upon requests from the tenderers, an information meeting will be held as described in Part 1 of the tender documentation. At the tender meeting, there will be an opportunity to ask questions about quality requirements. Such questions are requested to be sent in advance so that the contracting authority can investigate and provide the best possible answer.
