Work boat for the skerries service, Tønsberg Municipality

Tønsberg Municipality intends to enter into a contract with xx for the delivery of a second hand boat for use in the skerries service. Any inquiries in connection with this voluntary ex-ante transparency notice shall be sent in writing in the communication module in Mercell. If the contracting authority does not receive any objections to this voluntary ex-ante transparency notice, a contract will be signed after a waiting period of 10 days calculated from the day after the publication of the voluntary ex-ante transparency notice. Lot 1: Tønsberg Municipality intends to enter into a contract with xx for the delivery of a second hand boat for use in the skerries service. Tønsberg Municipality is procuring the work boat for the skerries service on behalf of Færder, Tønsberg, and Sandefjord Municipalities. The municipalities will form a co-ownership of the unit's boats, Færder Municipality will be listed as the shipowner. The process to procure a boat started in 2019. There have been 2 notices in accordance with the public procurement regulations. No tenders were received in spring 2020. 2 tenders were received after the notice in 2021, but they did not meet the requirements set for the procurement. The situation now in June 2023 is precarious. The boat still has a leak after comprehensive hull repairs in March 2023. The thickness of the hull is now on the borderline of being irresponsible. In May 2023 wear was uncovered in the water jet and a comprehensive repair that included replacing worn parts was undertaken. An improvement that that is not financially profitable as the boat's lifetime is in overtime. There is a risk that the existing boat will break down. An investigation of delivery times of, amongst other things, engine, gears, and other equipment for the existing boat suggest a delivery time of 18 months. A third notice would mean that a new boat would probably be put into operation in 2025 at the earliest. The skerries service in the Færder unit would not be able to maintain regularity of the agreed services with the uncertainty of the current boat material.
