Glasgow City Region has been exploring with our many partners, including civil servants in both UK and Scottish Governments, what a Glasgow City Region devolution deal would look like. With five broad services areas of focus emerging – Innovation, Investment, Place (Infrastructure, Housing and Planning), Transport, Skills, Economic Development. Lot 1: Glasgow City Region is looking to bring in expert support to help shape, manage and deliver this process. The objectives are to develop propositions for testing with Scottish and UK Government Civil servants. The final outputs will include the following: A devolution and regional missions report and how these areas can help deliver them. Service area budget baselines and what is currently being funded within the above noted service areas Service area delivery baseline reports including stakeholder views on existing and possible future delivery arrangements. Governance Model and Finance - Fiscal Powers Options Paper. Draft Framework, rationale for why these budgets should be devolved and possible delivery options. Final Framework, final list of proposed activities, deliverable models in scope for devolution.
