Description
This is a Provider Selection Regime (PSR) award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Hull City Council has awarded a contract under the Most Suitable Provider process as the Council is able to identify the most suitable provider without running a competitive exercise, for the provision for support for those with life-limiting conditions. The contract value for these services is £102,585.00. The publication of this notice marks the end of the standstill period. Lot 1: The proposed service will deliver a range of important outcomes that will significantly enhance the quality of life for individuals with palliative and end-of-life care needs and their carers. This includes enhanced therapeutic support, such as Occupational Therapy and Complementary Therapy, which are essential in helping individuals manage symptoms and maintain independence for as long as possible. Service users will also have access to emotional and practical support through social workers, helping to alleviate concerns relating to finances, housing and future planning. This is particularly important given Hull's high levels of deprivation, being ranked as the fourth most deprived local authority area in England according to the 2019 Index of Multiple Deprivation. In addition, individuals will benefit from specialist medical support provided by experienced palliative care professionals, enabling timely access to expert advice, symptom management, advance care planning and signposting without the need for appointments or lengthy waiting times. The service will also promote structured social engagement by offering regular activities tailored to the wishes and needs of patients and carers, supporting mental wellbeing, reducing social isolation and fostering peer relationships within a welcoming and inclusive environment. Furthermore, optional access to specialist bathing facilities will provide a vital service for many users who do not have suitable facilities at home, helping to maintain dignity, comfort and wellbeing.
