Description

Efficiency East Midlands (EEM Ltd) is a procurement consortium which establishes and manages a range of framework agreements and dynamic purchasing systems. Our members include organisations providing services to the whole public sector including social housing providers, local authorities, blue light services, education and health related organisations. EEM procured and entered into a framework agreement with multiple contractors for the provision of property improvement works. The framework was tendered and awarded based on the following: Lot 1: Planned Domestic Property Improvement Works — (Geographical sub-lots; Midlands and Wider Coverage); Lot 2: Commercial and Corporate Building Improvement Works — (Geographical sub-lots; Midlands and Wider Coverage); Lot 3: Void Property Works — (Geographical sub-lots; Midlands and Wider Coverage); Lot 4: Kitchen and Bathrooms — (Geographical sub-lots; Midlands and Wider Coverage). The framework was further split into value band sub-lots. EEM Ltd on behalf of its membership has established a property improvement works framework. Lot 1 of the framework covers planned domestic property improvement works.The framework was tendered and awarded based on the following lot structure: Lot 1: Planned domestic improvement works (Midlands): — < 250 000 GBP, — 250 000 GBP-1 000 000 GBP, — 1 000 000 GBP >. Lot 1: Planned domestic improvement works (Wider coverage): — < 250 000 GBP, — 250 000 GBP-1 000 000 GBP, — 1 000 000 GBP >. Typical works covered by Lot 1 of the framework include for: major and minor planned investment refurbishment schemes, cyclical improvement works including any additional decent homes programmes or new initiatives that arise. The framework will also cover refurbishment works to structurally damaged, fire and flood damaged properties. Contracts let through the framework may involve works across multiple and single sites and the appointed contractors are capable of covering all aspects of domestic property improvement works. The following is not an exhaustive list of works covered by Lot 1 of the framework: — internal stripping out works, — bathroom installations and associated works including level access showers, — kitchen installations and associated works, — boiler and heating system installations and associated works, — general plumbing works, — electrical works, — external property improvement works: —— new concrete paths, hard standings and steps; —— resurfacing works; —— fence and gate installations; —— handrails; —— wall rendering; —— brick and block walling; —— external fabric improvements. — brickwork repairs and pointing, — internal improvements, — joinery and metalwork, — general builders works, — Flooring works, — plastering works, — painting and decoration works, — alterations and conversions, — damp proofing, — drainage works, — structural works and repairs, — garage refurbishments, — window and door installations, — fire doors and fire stopping works, — any other domestic property improvements and associated works. The framework has been procured by Efficiency East Midlands (EEM Ltd) on behalf of our membership and other organisations described in VI.3) as being authorised users. The call-off contracts to be awarded pursuant to the framework agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 4 years beyond expiry of the 4-year framework term. Please note that the total potential value stated in this contract award notice is for the full 4-year framework term and extension period and takes into consideration that the EEM membership may grow over the life of the framework. EEM Ltd on behalf of its membership has established a property improvement works framework. Lot 2 of the framework covers commercial and corporate building improvement works.The framework was tendered and awarded based on the following lot structure: Lot 2: Commercial and corporate building improvement works (Midlands): — < 250 000 GBP, — 250 000 GBP-1 000 000 GBP, — 1 000 000 GBP >. Lot 2: Commercial and corporate building improvement works (Wider Coverage): — < 250 000 GBP, — 250 000 BGP-1 000 000 GBP, — 1 000 000 GBP >. Typical works covered by Lot 2 of the framework include for: stripping out, general builders work, kitchen and bathroom refurbishments, communal area refurbishments, electrical works, general heating system and plumbing works, all aspects of internal and external refurbishment and improvement works. The following is not an exhaustive list of commercial and corporate works covered by lot 2: — commercial business units and office building improvement works, — hospital and police station improvement works, — universities and student accommodation improvement works, — academy and school refurbishment and fit out works, — community centre improvement works, — leisure centre and gym refurbishment and installation works, — pavilion refurbishment works, — changing rooms and public toilet refurbishment works, — outdoor parks and children's play facilities, — outdoor fitness facilities installation and improvement works, — any other commercial and corporate property works and associated works. The framework has been procured by Efficiency East Midlands (EEM Ltd) on behalf of our membership and other organisations described in VI.3) as being authorised users. The call-off contracts to be awarded pursuant to the framework agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 4 years beyond expiry of the 4-year framework term. Please note that the total potential value stated in this contract award notice is for the full 4-year framework term and extension period and takes into consideration that the EEM membership may grow over the life of the framework. EEM strictly advise that the selection process for Lot 2 — Commercial and corporate building improvement works will be via further competition only. Exceptions to this will be where a contracting authority is working with a contractor on an existing contract through Lot 1, 3 or 4 of our property improvement framework and they are happy with the performance of the contractor and would like to direct award a specific corporate or commercial building improvement job or programme to their existing contractor. The only other option for a direct selection will be by means of a member who is using a framework contractor outside of EEM, transferring their bespoke arrangement over to Lot 2 of the framework. EEM Ltd on behalf of its membership has established a property improvement works framework. Lot 3 of the framework covers void property repairs and improvement works .The framework was tendered and awarded based on the following lot structure: Lot 3: Void property works (Midlands): — < 500 000 GBP, — 500 000 GBP >. Lot 3: Void property works (Wider Coverage): — < 500 000 GBP, — 500 000 GBP >. Contractors appointed to Lot 3 will be expected to offer a key to key solution from initial receipt and survey to property completion and return of keys to designated point. Typical works covered by Lot 3 of the framework include for: bringing properties back to void lettable standards, major and minor planned investment refurbishment schemes, cyclical improvement works ind any additional decent homes programmes or new initiatives that arise. The framework will also cover refurbishment works to structurally damaged, fire and flood damaged void properties. Contracts let through the framework may involve works across multiple and single sites and the appointed contractors are capable of covering all aspects of void property improvement works. The following is not an exhaustive list of works covered by lot 3 of the framework: — boiler and heating systems, testing, repairs and installations, — gas and electrical safety checks and testing, — capping of gas supply to void properties and reinstatement on reoccupation of property, — electrical works, testing, rewires and any remedial works as identified, — electrical upgrades to properties which fail the 18th edition electrical regulations, — kitchen and bathroom repairs, alterations and replacements, — level access showers, — general plumbing works, — glazing repairs and make safe damaged glazing, — doors, windows and lock change, — property cleans and clearance – light, medium and heavy, — property garden clearance – light, medium and heavy, — internal improvements and repairs, — wall and floor finishes, — general builders and stripping out works, — joinery and metal works, — timber repairs, — flooring works, — plastering and decorating, — roof repairs, — drainage repairs, — concrete path/hard standing's and step repairs, — fencing/gate repairs, — handrails, — responsive repairs and making safe, — fire stopping work, — any other works associated with void property management. The framework has been procured by Efficiency East Midlands (EEM Ltd) on behalf of our membership and other organisations described in VI.3) as being authorised users. The call-off contracts to be awarded pursuant to the framework agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 4 years beyond expiry of the-4 year framework term. The framework was tendered and awarded based on the following lot structure: Lot 4: Kitchen and bathroom works (Midlands): — < 500 000 GBP, — 500 000 GBP >. Lot 4: Kitchen and Bathroom Works (Wider Coverage): — < 500 000 GBP, — 500 000 GBP >. Typical works covered by Lot 4 of the framework includes for: kitchen and bathroom improvements, installations and all associated works. Contractors applying for this lot will only be eligible to undertake kitchen, bathroom and associated works only. The programmes will be of a variety of sizes and budgets and the framework has been split into works < 500 000 GBP and works 500 000 GBP >, to ensure we have a suitable number of contractors willing to undertake smaller and larger kitchen and bathroom programmes. The following are not an exhaustive list of work types covered under Lot 4 of this framework: — kitchen installation and associated works, — bathroom installation and associated works, — level access showers and bathroom adaptation works, — plumbing and sanitary ware, — gas and heating work, — electrical work, — joinery, — plastering, — tiling, — floor covering, — decoration works, — fire compartmentalisation works, — any other works associated with kitchen and bathroom works. The framework has been procured by Efficiency East Midlands (EEM Ltd) on behalf of our membership and other organisations described in VI.3) as being authorised users. The call-off contracts to be awarded pursuant to the framework agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 4 years beyond expiry of the 4-year framework term.
