Description
DLDC is seeking tenders from competent consultancy providers to carry out a scoping study with key stakeholders in Co.Donegal. The study will be restricted to community organisations located in the DLDC catchment area, which excludes Inishowen, Gaeltacht and Islands. The main purpose of the study is to identify the need for capacity building in local communities in the areas of environmental sustainability, climate action and climate change mitigation and adaptation. Key deliverables will include a detailed assessment of the current training provision available to community organisations in Donegal and to identify gaps in terms of climate related training provision. The consultant will be expected to carry out a combination of secondary desk-based research as well primary research including: • Online or telephone survey of a broad representation of community organisations to establish their current training needs and areas of training and capacity building interests. • Establishment of whether this training and capacity building is available locally, where provided and by whom etc. • In-person focus groups or interviews with a sampling of community organisations to identify needs focusing on building capacity for sustainability and climate action. The sampling should consist of a minimum of 20 community groups and should include but not be limited to Tidy Towns, Angling Associations, Men’s Sheds, Community Gardens, Environmental Groups and Social Enterprises. • The in-person focus groups and interviews should facilitate detailed recommendations to DLDC on training topics / modules that will be engaging and incorporate practical elements, preferred location, preferred duration and identification of any resources required to facilitate the key stakeholders drive positive change in the areas of climate, circular economy, sustainability, social inclusion and just transition and climate action at a local level are required. • Thought as to how community groups will be able to build capacity with the wider community should also be considered. The consultant will provide a final report with findings and actionable recommendations. The consultant will also provide DLDC with summary notes from each of the focus groups or interviews. All costs associated with the above activities including venue hire, materials and travel should be considered when preparing the tender response. The indicative budget for the delivery of this contract is €15,000 including VAT.
