Voluntary ex-ante transparency notice - justification for a direct procurement. The Dialysis Department at Haukeland University Hospital (HUS) needs several machines in order to offer home haemodialysis for selected patients in the coming years. A market analysis has been carried out and we have concluded that we must make a direct procurement of the machines. The procurement contract will include the procurement of 2 haemodialysis machines for home use, as well as the necessary training. The procurement contract will also include an option for the procurement of a further 4 machines, as well as 6 water treatment systems (WRO) that are intended to be used together with the haemodialysis machines. The options for the procurements will be valid for 3 years from the last signing date. The procurement contract also includes an option for a service course, as well as an option for full service after the guarantee period has expired. Further justification of the process. Lot 1: The public procurement regulations, section 13-4 first paragraph letter b) no. 2 state that the contracting authority can make a procurement without a contest if the procurement concerns services that only a specific service provider can deliver as competition is impossible due to technical reasons. The Dialysis Department at Haukeland University Hospital (HUS), Bergen Health Trust, currently has a large park consisting of Fresenius dialysis machines, and the personnel is therefore very familiar with this equipment. Large parts of this park must soon be replaced, however during the pandemic Fresenius 6008 machines were procured for the dialysis satellite in Nordhordland and three machines as pandemic stand-by for the dialysis department at HUS. The dialysis department at HUS needs several machines in order to offer home haemodialysis for selected patients in the coming years. It is a prerequisite for home haemodialysis that the patients have the necessary training. As it is the dialysis department that is responsible for the treatment and follow-up of patients, it is very important for patient safety that the personnel in the dialysis department is very familiar with the apparatus. The dialysis apparatus, which is placed in the home of the 'patient' must also be connected to the dialysis department's server system with the accompanying software via a secure VPN connection. There are also strict water quality requirements for dialysis. Water treatment systems must therefore be connected in order to ensure that the water is completely pure. It is vital for the dialysis process and maintenance that the dialysis machine communicates directly with the water treatment system. Based on the above, the following requirements are set for the equipment that will be procured: - The personnel must be very familiar with the errors and problems that can occur with the machine so that they can offer the necessary support to the patient if there are complications. - The equipment must have an option for TDMS (Fresenius' software) two-way communication with Bergen Health Trust' server system. - The dialysis machine must have direct communication with the water treatment system for automatic start/stop and integrated heat disinfection. There is only one supplier in the market that can fulfil these absolute minimum requirements for the equipment. Based on the above, a contest cannot be held for the delivery of the equipment that will be procured. This is due to technical reasons. The terms for making a procurement without a contest in accordance with the public procurement regulations, section 13-4, first section, letter b, no. 2 are therefore fulfilled. The waiting period deadline for signing the contract is set to 11.03.2022 at 23:59.
