Summary of the work An experienced team of DMs, RMs, led by a Delivery Practice Lead to: Provide effective standards and practices across Digital Delivery. Drive delivery of high-quality&consistent increments/features in line with agile principles & timelines. Successful delivery into live service including identification, testing and resolution of blockers to meet deadlines. Expected Contract Length 24 months with option to extend for further 6 months Latest start date Monday 10 February 2020 Budget Range The Target Day rate range for the Practice Lead & Release Managers is between £750 and £825 per day, and between £675 and £735 for the Delivery Manager. Pricing will be evaluated out of 35% and pricing submission documents will be issued to suppliers who pass Round 1. Suppliers will be evaluated as per DOS criteria. The initial draft Statement-of-Work is available upon request. Why the Work is Being Done HMCTS Reform Crime Programme is designed to develop efficient, proportionate and accessible digital services to enable access to justice via appropriate modern channels. The Common Platform is an increment based delivery programme using a blend of Agile and Waterfall methodology. Problem to Be Solved HMCTS Reform, Crime Programme is designed to develop efficient, proportionate and accessible digital services to enable access to justice via appropriate modern channels. The Common Platform is an increment based delivery programme using a blend of Agile and Waterfall methodology. An effective team led by a Digital Delivery Practice lead, and consisting of Delivery Managers (x5) and Release Managers (x3) is required, to develop efficient, proportionate and accessible digital services that will ensure the work of the CPS and HMCTS is managed and delivered via appropriate modern channels. Who Are the Users 1) As a citizen, view/track my case and plea online, be alerted to changes and for the case to proceed efficiently. 2) As a prosecutor, prepare and manage my case to enable an efficient and effective prosecution. 3) As a defence practitioner, understand the evidence of a case to best advise my client. 4) As a HMCTS administrator, manage the delivery of justice services so the process is delivered efficiently. 5) As a member of judiciary, access all relevant information so that I can make a judgement. Work Already Done The Crime Programme is established and has been running for a number of years. We have multiple services already live on the platform including a citizen facing service in the form of online plea for relatively minor cases and initial case working function which enables single justice procedure cases to be handled within magistrates and crown court. The focus over the contract period is to deliver the full court capability which will enable the decommissioning of most current legacy systems that support the criminal justice service of today. Existing Team The projects all have teams in place. Each existing delivery team comprises a delivery manager (DM), a technical lead, a business analyst, both front-end and back-end developers, QA specialists and one or more release managers (RMs). It is expected that the successful provider will provide an effective, high performing delivery and release management service using best practice agile principle and Digital by Default standards to create the appropriate environments that will enable efficient and full delivery into live service. Current Phase Not applicable Skills & Experience • Demonstrate your experience providing a team of Digital Delivery Practice Lead(DDPL)&DMs with experience of leading&providing delivery management capability with responsibility for daily running of agile-software delivery teams,in line with agile-principles. • Demonstrate your experience providing a team of DDPL&DMs with experience of leading and providing a high-quality,delivery management service including continuous delivery within the constraints of a pre-defined Systems Development Life-Cycle(SDLC) • Demonstrate your experience providing a team of DDPL&DMs with experience of delivery management services in environments with multiple scrum-teams using techniques including Design Driven Design(DDD),Behaviour Driven Design(BDD),Test Driven Development(TDD),MoSCoW,User Stories&Story_Points. • Demonstrate your experience providing a team of DDPL&DMs with experience working with key_stakeholders to effectively report_issues&risks,remove blockers,mitigate risks,meet deadlines&manage_expectations to provide focused delivery_management of working software in-line with the client’s_direction. • Demonstrate your experience providing a team of DDPL&RMs with demonstrable experience of problem solving and managing multiple delivery teams to provide a capable and confident agile release management service. • Demonstrate your experience providing a team of DDPL&RMs with experience of providing a full cycle release management service including using identification&testing of critical-paths to effectively plan&deliver multiple web-products into live-service. • DDPL and RMs to demonstrate experience of working with key stakeholders to remove blockers, mitigate against risks, meet deadlines and manage expectations to provide an effective release management service. • Demonstrate your experience of providing a team of DDPL, DMs & RMs who have experience of providing inspirational and motivating leadership across technical teams. • Demonstrate your team of DDPL,DMs&RMs has demonstrable experience of strong Client Facing skills,excellent written&verbal communication skills with the ability to communicate with technical&non-technical backgrounds and understand their key business-drivers. • Provide evidence your DDPL has demonstrated experience of leading and working on large scale programmes/project delivery/software development environment using complex integrated applications architectures including Java based microservice architecture. • Provide evidence your DDPL has demonstrable experience of creating, leading&implementing Digital Delivery strategies to embed best practice standard and approaches across the Delivery management teams and release management community. • Provide evidence your DDPL has demonstrable experience of being able to quickly analyse issues and suggest/implement steps to resolution. Nice to Haves • Please detail experience of providing a team of release and delivery managers with technical backgrounds or additional skills (developers, technical architects, devops etc) • Please detail experience you have using the Digital by Default standard and of providing agile release&delivery management services that can appropriately interface with traditional project management and waterfall methods. Work Location Primarily Southern House, Wellesley Grove, Croydon CR0 1XN. (Although occasional visits to other locations may be required.) Working Arrangments The Service is being delivered against the GDS Service Manual. SoW/Work-Orders will be issued to define the development outcomes of each project phase and typically span 3-6 months. The supplier team will be required to work onsite at the base location working a (5) day week. For any works performed at a non-Base location and outside London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS. Security Clearance All supplier resources must Baseline Personnel Security Check (BPSS) clearance which must be dated within three months of the start date. Additional T&Cs The initial Statement-of-Work(SOW) will be Time&Materials but the Buyer reserves the right in the contract to use alternative payment mechanisms such as Fixed-Price or Capped-T&M for future SOWs. Suppliers shall provide transparency to the Buyer on the rates paid to resources & any third-parties in the supply-chain on request. Expenses shall be submitted in line with the MOJ Standard T&S, policy and agreed in advance of expenditure. Supplier shall provide Liability-Insurance & Professional-Indemnity as detailed in the contract. Suppliers must be able to provide resources within a 2-week notice period with the necessary skills to minimise impact on delivery. Do you see this as a piece of work a Recruitment Company could do, or is it specifically geared towards a consultancy? The requirement is for a managed delivery service not for the provision of 9 individuals. It is suited to a supplier who experience of managing a Delivery and Release Mgmt team in a large Digital Programme. 2. Does this fall inside or outside IR35? CP currently assess this opportunity to be a Services contract and outside of the scope of IR35. We are not in a position to speculate on any future assessments of IR35 which may be undertaken by HMRC. 3. Do you require all 9 resources to start on same day, or would a phased approach based on the roadmap be more practical? All resources are expected at the beginning of the contract. 4. 5. Is there an incumbent and if so how long have they been providing this service for? Agilesphere LLP are the incumbent supplier who have had a contract since 2017. 5. How do I request a copy of the draft SOW? Please email Crime-Commercial@justice.gov.uk 6. Is there scope for remote working (either from home or other suitable offices)? The supplier is expected to ensure that all resources are on site at the HMCTS offices 5 days a week. Only in exceptional circumstances will remote working be allowed. 7. Please specify your thoughts on the differences in duties of the Practice Lead, Release Managers and Delivery Managers. We consider this to be outlined in the Statement of Work. 8.
