The following shall be delivered (in addition to an option for operation): Digital services for the cultural heritage sector´s users. Case management systems that all of the cultural heritage sector can use. Maintenance The procurement consists of the development/establishment of digital final user services and a case management system that shall preferably be delivered as an off-the-shelf product or a standard system. The system must, however, be flexible and configurable. The processing of applications for subsidy will be carried out by the Counties and the Sami Parliament (Sami cultural monuments) from 1.1.2020, with the Directorate for Cultural Heritage being the court of appeals. https://www.regjeringen.no/no/dokumenter/tilskotsordningar-for-2018/id2577758/#kult If a construction project, etc. conflicts with an automatically listed cultural heritage object (archaeological or ship finds), the developer must apply to the Directorate for Cultural Heritage for permission. After 1.1.2020, the processing of such applications will be delegated to the counties and the Sami Parliament as the court of the first instance. Lot 1: Processing of grants in the cultural heritage sector. The processing of applications for grants will be carried out by the counties after 1.1.2020, with the Directorate of Cultural Heritage being the appeals body. Currently, only applications for grants for privately owned listed buildings are processed by the counties and the Sami Parliament (Sami cultural heritage objects). Approx. 1400 applications were received by the counties, Sami Parliament and the Directorate for Cultural Heritage. Processing of dispensations in the cultural heritage sector: If a construction project, etc. conflicts with an automatically listed cultural heritage object (archeological or ship finds), the developer must apply to the Directorate for Cultural Heritage for permission. After 1.1.2020, large parts of the processing of such applications will be delegated to the counties and the Sami Parliament as the court of the first instance. In 2016 approx. 800 exemption cases were processed in the counties, 550 in the Directorate for Cultural Heritage, 250 in the museums, 100 in NIKU and 10 in the Sami Parliament. The procurement consists of the delivery of: The products that are to be delivered as divided into three, in addition to an option for operation: • Digital services for the cultural heritage sector´s users. • Case management systems that all of the cultural heritage sector can use. • Maintenance • Option: Operation of the systems. The procurement is for the development/establishment of digital final user services, but it is a prerequisite that the implementation of the system can be maintained and further developed by the Directorate of Cultural Memorial´s own employees. The case management system shall preferably be delivered as an off-the-shelf product or standard system that can be adapted to the cultural heritage sector´s needs. The system must, however, be flexible and configurable.
