Description
The Agency for Buildings and Property (EBE) manages approx. 1.2 million m2 buildings, and has the task of covering Bergen Municipality's need for premises. The buildings are located in 8 city districts. The majority of the properties consists of approx. 100 schools and 60 nursery schools. In addition there are nursing homes, administration buildings, and sports centres. In order to cover the municipality's need for ongoing maintenance and operation of the properties, Bergen Municipality, c/o EBE, intends to enter into a framework agreement as soon as possible with a tenderer for the provision of service, maintenance, and repairs of cooling installations (including heat pumps) and dehumidification installations, as well as the procurement and assembly of some air-to-air heat pumps. See Annex 4A Price Sheet for a detailed overview of the installations. Emphasis is put on the fact that this overview is not exhaustive, and it will change during the contract period. Service and repair of freezer and cooling installations for the new Bergen main fire station will be part of the contract from 12.07.22. Lot 1: EBE's task is to ensure that the installations function optimally as regards the climate requirements such as humidity, pressure, and temperature, as well as energy-economic operation and statutory requirements for the inspection and maintenance of installations. In order to be able to. maintain the installations in the most efficient way, the contracting authority would like to enter into a contract for the service, maintenance, and repair for this specialist area. For some of the installations, (including the dehumidification installations and installations where it is a legal requirement in accordance with the F-gas legislative decree), annual services will be required, other installations will only request service/maintenance as needed. This will be agreed in consultation with the various building managers at EBE after the start-up of the contract. Service and maintenance can also be required for other dehumidification installations. The framework agreement mainly includes the service and maintenance of the following installations: - 16 swimming pools and 2 air-raid shelters that have ventilation with dehumidification installations (most of the installations in the swimming pools are from Dantherm, Menerga, or Novema). - Various installations at Bergen main fire station and the Food Hall. - Cooling installations including heat pumps in approx. 60-70 buildings (divided between schools, nurseries, nursing homes, sports centres, fire stations, other administration buildings, etc.). See Annex 4A Price Sheet for a detailed overview of the installations covered in this contract. The contract will also include the procurement and assembly of air-to-air heat pumps. The contract does not include sites/installations that are in the guarantee period, however after the guarantee period expires, these installations will, as a main rule, be included in this contract. There can be exceptions. The service and maintenance of ice rinks is not included in this framework agreement. Buildings and/or installations can be taken out of use in the contract period, and new buildings and/or installations can be added, so the demand for service and maintenance can vary and change over the course of the framework agreement. The estimated contract value is NOK 1.5 - 3 million a year, i.e., between NOK 6-12 million over 4 years. The list of services included in the framework agreement is not exhaustive. Other services that are naturally related to the disciplines in this framework agreement may be added if needed during the contract period. The framework agreement can also include planning and engineering design services for the call-offs. The contracting authority has entered into a framework agreement for filters and ventilation, which, for some assignments, will border or overlap the assignments in this contract. The contracting authority will, in such cases, try to use the contracts in the most appropriate way for the contracting authority. The contracting authority has also entered into service contracts for buildings that will therefore not be included in this framework agreement. Furthermore, the contracting authority reserves the right to not use the framework agreement for the execution of major heat pump installations. The contracting authority will, in these cases, publish a separate notice in the ordinary way, in accordance with the current law and regulations.
