The overall aim of the area review is twofold. Firstly, to lay the foundations for a more purposeful promotion of Norwegian interests abroad. Second, to examine the potential for significant efficiency gains. These two aims must be reflected in all work on the area review. This entails, inter alia, that all assessments and recommendations related to potential gains must mention effects on efficiency, both in terms of cost and purpose.
