Vestre Viken HF c/o the Clinic for mental health and substance abuse intends to enter into a contract for the procurement and maintenance of a system for electronic tools and psychometric instruments for clinical work and research within psychiatry with the company CheckWare AS. The plan is to introduce this in phases in the clinic of the course of 4 years from 2019 to 2023. The aim of such a system is to ensure that there is always compliance with the current rules for licences and data security, as well as to get all measuring and mapping tools that are used in the clinic for mental health and substance abuse digitalised in order to collect and systematise data on patients' treatment progress. It is therefore decisive that tenderer can offer a mapping tool that is in use in the clinic, and furthermore, that the tenderer can offer systems for the integration of self-defined forms and will seek to procure new relevant measuring instruments/psychological mapping tools within mental health and substance abuse. The system can be offered as a service/operated by the tenderer, where the clinic data is stored and secured in Norway in accordance with the applicable security provisions for this type of system. The objective of the procurement of an electronic measuring and mapping tool is to get an available tool for the measurements needed in patient treatment, quality work and research. Routine electronic collection of data from clinical activities will be used to strengthen the patient's own active contribution to their review and treatment, for the management of service development, quality improvement and for research purposes. The expectation is that large qualitative and quantitative gains ought to be achieved through such a coordinated platform for users, professional and service development.
