The Covid-19 outbreak gave rise to an urgent need for the provision of Covid-19 hotel-based interim care capacity of step-up and step-down beds via short term contracts with four Hotels. Under the Public Contracts Regulations 2015, the contracting authority considers Covid-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic was therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision. Accordingly, Southampton City Clinical Commissioning Group and West Hampshire Clinical Commissioning Group entered into a contract with: Access Care Management — total spend GBP 153 258 Allied Healthcare Group — total spend GBP 237 100 CRW Consultancy Ltd — total spend GBP 108 000. Abicare Ltd *. The hotel based service commissioned from CRW Consultancy Ltd, Access Care Management and Allied was decommissioned at the end of June 2020. * It should be noted that the Abicare Ltd contract is still running. The contract will be reviewed on a rolling monthly basis up until 31 March 2021 as mitigation for a second wave and the contract may end earlier. The monthly spend will be GBP 138 682 with the estimated total value of the contract from GBP 828 000 to GBP 1 683 456 if continued until the end of March 2021. Using the ‘competitive procedure without prior publication for reasons of extreme urgency’ (Reg 32(2)(c) PCR 2015), brought about by the Covid-19 outbreak, for the following reasons: • in response to the system challenges faced during the Covid-19 pandemic, live-in care within interim accommodation was commissioned to provide a prompt service for individuals who need interim step-down or step-up care before returning to their usual/new place of residence; • interim step-down/step-up care is considered to be care arranged on a short-term temporary basis and is the supportive or rehabilitative care, often referred to as reablement, provided to patients recuperating from an illness or healthcare or social care intervention; • the service is to provide prompt, safe and appropriate interim care to meet the health and social needs of patients assessed as medically fit for discharge from acute trusts during the Covid-19 crisis at a time when availability of the maximum possible bed capacity in Acute Hospitals to treat Covid patients was critical. Further justification is supported by guidance issued by the cabinet office procurement policy note — responding to Covid-19 PPN01/20. This PCR Regulation 32 contract award notice is being published to notify the award of the contract for 3 months with an option with monthly extension options. This time is considered necessary and proportional to alleviate the risk posed by the outbreak and, will give the above named contracting authority sufficient time to comply with undertaking a compliant competitive procurement process under the Public Contracts Regulations 2015.
