Kongsberg kommunale eiendom KF, (hereafter called KKE), is a municipal company, owned by Kongsberg municipality, which manages, runs, maintains and develops large parts of Kongsberg municipality's buildings. The buildings consist of, amongst other things, schools, nurseries, sheltered accommodation flats, nursing homes, office buildings and arts buildings. The company also takes care of the municipality's builder responsibilities as regards the construction of extensions and new buildings. KKE invites tenderers to a tender contest for the construction of new sheltered accommodation flats at Edvardsløkka. KKE will enter into an interaction contract for the drawing and construction of 72 sheltered accommodation flats with a day activity centre at Edvardsløkka in Kongsberg. In addition, there will be a car park in the basement for 80 passenger cars, office/business premises of 1 500 m2 and a new main kitchen of approx. 370 m2. There will be options to reduce the extent of the contract, by taking out up to 24 residences and the car park for up to 80 cars, the office/business premises and the new main kitchen. The area is being developed and sequential provisions for the development of: — roads, — pavements, — water, — sewage, — surface water, — electricity, — fibre etc., must be executed as part of the contract. In addition, a square, park, street lights and planting are to be developed. The residences with the day centre and premises for 24 hour staffing will have an area of approx. 6 500 m2 gross. The project has a budget limit of approx. 285 000 000 NOK, including options. The assignment's nature and extent the project's main delivery consists of drawing and constructing 72 sheltered accommodation flats with a day activity centre at Edvardsløkka in Kongsberg. In addition, there will be a car park in the basement for 80 passenger cars, office/business premises of 1 500 m2 and a new main kitchen of approx. 370 m2. The building will also include communal areas, a day activity centre, premises for employees and health tasks, in addition to the residential units. The residences must be of nursing home quality, “the modern nursing home”, within the Housing Bank of Norway's frameworks for a grant. The premises must not exceed 90 m2 gross on average per care place, including communal areas. The gross area must include the residences and part of the communal areas for the staff, and the day centre and gym for residents and the neighbourhood. The size of the day centre and gym must be approved by the Housing Bank of Norway. The outdoor areas are to be developed in addition to all the sequential requirements stated in the development plan. KKE has high environmental ambitions for the project. Area efficiency, co-use and compact buildings will therefore be a central part of achieving these ambitions. There will be sustainability, energy and environmental requirements. The tenderer must ensure that the project has EPD certification. Wood must be the main construction material. This must be already planned in the draft/preliminary project. The environmental requirements must be worked into an environmental Programme and an environmental fulfilment plan in the development phase. The new sheltered accommodation flats must be built as a plus-house. Important components will then be, amongst other things, an energy-economic building, rock heating, assessments for the possible use of sun catchers/solar panels on the roof, roof design, material use etc. See the annexes 1.0 and 1.1 for further details on the project. Execution — phases and contract provisions. The project must be carried out as a turnkey contract with interaction, based on NS 8407, with project specific additions and adjustments. KKE would like to optimise the project. A prerequisite for a successful interaction process is that it builds on openness, trust and a joint understanding of the goal between all the involved parties. This is the basis for achieving a building that fulfils the stated requirements for economy, time and quality. The project will be split into 2 phases: — Phase 1: Development phase, — Phase 2: Construction phase.
