Description

Network Rail’s nationwide material handling depots (MHDs) and aggregate handling depots (AHDs) utilise general plant to move, load and decant waste material and aggregates within depots located strategically across the network. The assets must be safe, efficient and capable of all required tasks to support Network Rail’s operations. The existing fleet is approaching life expiry and as such Network Rail are seeking the most economically advantageous way (either lease or buy) to replace the plant with commercial off the shelf (COTS) replacement plant to meet increasing demand and strain on the existing machines. The plant in scope of replacement are listed as below: — 27 No of Material Handlers, to operate in both MHDs and AHDs, — 3 No of 12.5-tonne loading shovels, — 19 No of 10-tonne loading shovels, — 1 No of Articulated dump-truck, — X No of 14-foot reach telehandlers — Qty TBC, — X No of Attachments — Qty TBC. The plan is to either lease or buy the above plant over 2 phases across 11 sites. Network Rail is seeking to understand current options (lease or buy) in the market that meet its requirements for the supply of general plant to move, load and decant waste material and aggregates within depots located strategically across the network in the UK. Network Rail wishes to engage with suppliers who have products and services that either meet our requirements or could do so with minimal adaptation. By way of this engagement Network Rail wants to gain detailed insight into the lease and buy market of general plant, understanding market perspective regarding the value-add of both options in order to optimise the procurement and management of its depot plant, ensuring safety and performance requirements are maximised at the same time. In view of the above, Network Rail in the first instance is looking to conduct supplier engagement by correspondence from Tuesday the 30.7.2019 to 3:00 p.m. Tuesday 13.8.2019. To express an interest in participating suppliers are to email Shannon.reed@networkrail.co.uk not later than 3:00 p.m. Friday 26.7.2019, providing the following details: — company's name, — primary contact name, — email address, and — telephone number. Suppliers who register their interest will be sent the engagement pack by email, with feedbacks from suppliers to reach Network Rail before or on the 13.8.2019. Depending on the feedback and outcome of the initial suppliers engagement by correspondence a further supplier engagement meeting at one of our sites in the UK may be arranged if necessary and required. Details of the additional event will be provided to suppliers who participated in the initial engagement by correspondence if the decision is reached to conduct a 2nd supplier engagement event. Should the 2nd engagement take place it is likely to be between the 9.9.2019 to the 20.9.2019.
