Description
The digital inclusion project addresses services to participants in Walsall and Dudley of the Black Country Click Start Project to improve their access to digital services. It forms part of the BIG Lottery's Building Better Opportunities Programme and seeks to provide wraparound support, and to improve digital and financial inclusion, targeting those social housing tenants who will be affected by the roll-out of Universal Credit / welfare reform, with clear progression routes onto skills and employment provision and developing services building necessary financial and digital skills to make effective decisions and properly manage personal finances, access government services, advice services, price comparison services, and make effective decisions regarding the management of personal finances. The maximum budget for delivering these services is 222 589.63 GBP. The budget should be calculated in line with the ESF guidance provided within tender documentation and should not include a profit in any way. Overheads (indirect costs) are covered — this cost should be calculated at 15 % of direct staff costs. We would expect to see hardware provision for no less than 120 participants and accreditation costs for no less than 150 participants in total. The total number of people fully registered on and supported through the programme should be 536 minimum and 644 maximum. Of the participants registered and supported on the programme: 50 % should be men, 50 % women; 50 % should be unemployed; 50 % economically inactive; 16 % should be aged 50 or older; 20 % should be people with disabilities; 28 % should be people from ethnic minorities.
