Description
This contract is for the Planned Replacement of Boilers and Heating Systems under the Housing Investment Programme for Colchester City Council's residential properties. Colchester City Council's housing stock of approximately 6,100 tenanted units and 1000 leaseholder units is managed by Colchester Borough Homes Ltd, which is an Arm's Length Management Organisation, and will act as Contract Administrator for this contract. The Contract Administrator will provide the Contractor with a list of the properties identified in the annual programme. The properties are likely to be spread throughout the borough of Colchester and the Contractor will need to take this into consideration when pricing these works. The list may be added to/deducted from as necessary. The Contractor shall carry out a pre-works survey of all properties in the annual programme. The purpose of the pre-works survey is twofold. The Contractor needs to identify any risk or issues peculiar to the property and consider the needs of vulnerable residents when undertaking these works. The Contractor needs to ensure that the resident is aware and understands the scope of works and agrees any design or layout choices. The resident should be provided with contact details, emergency contact details, a description of the works to be undertaken and an indication as to the sequencing of these operations. The Contractor shall provide a dedicated, named Residents' Liaison person, who shall provide information and support to residents during the Works and will communicate the Contractor's operational activities and requirements in order to minimise the disruption to the residents. The product specification may be subject to change throughout the duration of the Contract if required for budgetary purposes. Further details of the requirements can be found in the accompanying documents. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. Costs shown are for year 1 only, as contract is subject to satisfactory performance for years 2-4. The anticipated contract start date is 1st June 2024 and will commence for 12 months until 31st May 2025. With the option of two extension periods, the first of 1 year (1st June 2025-31st May 2026) and the second of 2 years (1st June 2026 -31st May 2028) which will be subject to satisfactory performance and annual uplifts in accordance with the terms of this contract.
