The general aim of the government is that the municipality should have democratic management and control of the nursery school sector The government is concerned that private nursery schools should be part of the municipal welfare offer, not an investment object for commercial interests. The government also wants municipalities to be able to give priority to small private and non-profit nurseries. The contracting authority is in the process of reviewing the regulatory framework with the intent to develop a more modern governance and financing system for the nursery school sector, and therefore requires the analysis and investigation of various economic and legal problems related to the regulation and financing of private nursery schools. The problems to be addressed are related to both the operation and ownership of nursery schools. The framework agreement will be valid for two -2- years, with an option for an extension for one -1- year. Most of the work is expected to take place during the period mid-2023 and autumn/winter 2024. Lot 1: In January 2023, the government presented the strategy Nursery school for a new era. National nursery school strategy towards 2030. The strategy sets forth the ambitions of the Hurdal Platform and lays the foundation for the development of the nursery school sector in a common direction towards 2030.
