Description

The replacement of the Councils the current weighbridge management system with a similar but Web-Based/Cloud-Based system. Leicestershire County Council (“the Council”) operates four Waste Transfer Stations (WTS) with a total of six weighbridge platforms and a variety of associated equipment such as intercoms, DOCs, ANPRs, CCTV cameras, and entry and exit barriers etc. Although each site has different levels and ages of associated equipment, the majority at each Site (except Kibworth) is currently integrated into the existing weighbridge management system which is networked server based and uses the Council’s IT WAN infrastructure. The contract will include the servicing, maintenance, repair and/or replacement of all Proprietary Critical Hardware inclusive of all parts, labour and travel costs but excluding repairs or replacement caused by accident, vandalism, negligence or misuse. Lot 1: An open Invitation to Tender to procure a contract to replace the current Weighbridge software and supporting services such as repair and maintenance for Leicestershire County Council. The Weighbridge Solution shall be provided at each of the Waste Transfer Station Sites (Council Sites) below. Bardon Waste Transfer Station, Unit 9, Interlink Way South, Bardon, Coalville, Leicestershire, LE67 1PG Kibworth Recycling and Household Waste Site, Harborough Road, Kibworth, Leicestershire, LE8 0EX Loughborough Recycling and Household Waste Site, Railway Terrace, Loughborough, Leicestershire, LE11 1HW Whetstone Waste Transfer Station, Enderby Road Industrial Estate, Enderby Road, Whetstone, Leicestershire, LE8 6JL. The contract term is for a minimum of 5 years with options to extend up to a maximum period of 12 years. Following the initial five-year term, the contract will continue to roll-on for up to a maximum of seven more years in twelve monthly increments at a time unless the Council serve notice to terminate the contract on six months’ notice to terminate, or the provider issues notice to terminate on twelve months’ prior notice to terminate. Any notice to terminate would have to take effect on the expiry of the initial term of the contract, or any subsequent anniversary thereof. Tenderers prices were evaluated based on the 5 year initial term, the awarded Tenderers 5 year evaluation price was £405,908. However, the maximum value of the contract will be set at £2,000,000, to accommodate the potential extensions of up to a total of 12 contract years and to provide contingency for expenditure on chargeable repairs and replacements of hardware over the maximum period of the contract.
