The contracting authority would like offers for an examination that will provide knowledge on: how young people are prepared for active participation in society as adult citizens at the end of sixth form education, and whether there are systematic differences in young people's democratic competence and what conditions contribute to this. The aim of the examination is to provide: a) a picture of the status of young people's democratic competence; b) identification of whether there are groups of young people who may have a need, and in which areas, for strengthened investment in training for democracy and citizenship, and c) an indication of the scope and possible consequences of not all young people developing this competence, which is necessary for active participation in society.
