Description

Statens vegvesen [the Norwegian Public Roads Administration] intends to sign a contract with Dr Ing. Bernt Jakobsen for work in connection with the preparation of engineering design basis and design of the development project fjord-crossings. This procurement is planned to be a direct procurement as the contracting authority believes that there are legal grounds to not announce a competition, cf. the Public Procurement Regulations § 13-4 b No 2 E39 Stord-Os, Fjord crossing Bjørna Fjord has just finished the concept development phase and has come up with a bridge concept. The next phase of the project will be the preliminary project. For this phase, the project needs to have finished the remainder of the engineering design basis before start-up. As such the bridge can be designed according to adjusted parameters and thereby further reduce any further uncertainty. In order to achieve this, the project needs more resources with expertise in regulations (Eurokode and NORSOK), both on land and offshore. The bridge over Bjørna fjord consists of a large stay-cable bridge that interacts with a long floating bridge.. There are many pontoons and anchor-lines down to a depth of 500 m where the anchors are in clay. Overall, this system is structurally demanding to understand even if the components are of traditional and known technology. This job requires a combination of knowledge and understanding about floating structures in Norwegian waters, regulations on the Norwegian continental shelf, the euro codes and the Norwegian Public Roads Administration's regulations and practises for bridges. The competence must be of such a nature that it forms the basis of a good and deep understanding of the background for established regulations and practices as well as the consequences of reformulation, combination and updating these. The Norwegian Public Roads Administration Western Region has investigated if there are others with the competence combination that the project needs on the requested level. They have concluded that only Dr Ing. Bernt Jakobsen can deliver the relevant service. The provision for signing a contract is thereby considered to be met. The notice is published in accordance with the Public Procurement Regulations § 21-5.
