Rochdale EoI Soft Market Testing

We would like to engage with the market and carry out some soft market testing to help us design a commission for an external partner to review and analyse the activity and skillsets of staff in a variety of job roles working in the business functions of performance, data and intelligence, business administration, business support and personal assistant roles across the Council – approximately 500 roles of which around 320 are occupied. Our aim as an organisation is to become more data driven by joining up data where we can to make more evidence based decisions and design and deliver better services for our residents. We also want to make best use of technology to modernise and streamline ways of working for staff. Following previous support we have commissioned and an analysis of roles internally, we believe there is significant duplication of activity and an opportunity to join up these areas including an opportunity to use technology to enhance the efficiency and effectiveness of these functions. We also believe this can either generate financial savings over time and or release capacity. Please note; We do not want to carry out a comprehensive data capturing spreadsheet activity analysis. We would prefer to use a method which engages staff in the process. We would therefore like to hear how providers would carry out the work to help us design a brief and to hear about the providers experience in this type of commission. From providers experience we would also like to hear views about length of time this would take and ballpark costs. This exercise will inform a future tender.
