Tees Valley Combined Authority (TVCA), part of the Tees Valley Combined Authority Group, seeks to engage the market through this Pre-Tender Market Engagement (PTME) exercise in preparation for the potential procurement of an Accident Blackspot and Incident Detection System to support Tees Valley Combined Authority’s CRSTS-funded digital transport programme. This PTME aims to: •Understand the market’s capabilities and readiness to deliver a system that identifies and analyses high-risk locations (“blackspots”) based on live traffic data, accident history, and environmental factors. •Explore technical approaches for integrating blackspot detection outputs into the Tees Valley Traffic Digital Twin, enabling dynamic network analysis, scenario testing, and strategic intervention modelling. •Assess suppliers’ experience delivering road safety analytics, AI-driven detection, and data fusion systems to local authorities or highway agencies. •Examine opportunities to use predictive analytics for early-warning risk detection and incident prevention, supporting proactive road safety management. •Explore indicative commercial models, data licensing structures, and timelines for regional deployment The final commission is expected to provide a scalable, real-time data solution that supports accident prevention, road safety improvements, and evidence-led investment planning and is in alignment with TVCA’s ambition to become the UK’s first “Smart Region.” To view this notice, please click here: https://www.delta-esourcing.com/delta/viewNotice.html?noticeId=997971125
