Pre-Market Engagement & Expressions of Interest – Highways and Street Lighting Term Service Contracts

Following the extension of the Highways Term Service Contract and the Street Lighting Term Service Contract (see Voluntary Transparency Notices Ref: 2024/S 000-010973 and Ref: 2024/S 000-010976 respectively) the London Borough of Hillingdon is seeking to procure Term Service Contracts to commence from April 2026. The intended timeline is to publish the opportunity in May 2025. This PIN is to inform prospective bidders of LB Hillingdon’s intention to commence the procurement in May 2025 to; • Ensure suppliers are suitably prepared for a procurement process to establish a deep understanding of LB Hillingdon requirements; • Provide a formal route for gaining market intelligence from the supply market about the best way of meeting LB Hillingdon’s requirements and potentially develop innovative solutions, to achieve better value outcomes for Hillingdon’s residents;’ and • To enable the widest selection of suppliers to engage in the process.
