Description

The London Borough of Croydon (LBC) is the Lead Authority and is procuring Work and Health Programme (WHP) services on behalf of itself and the London Boroughs of Merton, Richmond, Sutton and the Royal Borough of Kingston upon Thames that form the South London Partnership (Participating Authorities). The award of the Work Health Programme (WHP) contract is to support individuals with a disability, who are long term unemployed and some early access groups to find and sustain work. WHP is a new service programme. The aim in addition to helping individuals to find work is to integrate WHP with local services and health provisions so the service users receive co-ordinated, holistic support to improve their health and wellbeing, and support the principles of localism by ensuring that it meets local priorities and reflects local needs. In accordance with the original OJEU contract notice, it was stated that the proposed procedure involves negotiations which was due to the system set up of SIMAP, which was used for publishing of the Contract Notices when the SQ went live. This system only offered a limited number of potential procedures for us to select. They were: — open procedure, — restricted procedure. — procedure involving negotiations, or, — award of a contract without prior publication. It was also stated clearly to all potential suppliers, via Section IV of the OJEU contract notice: Procedure, Reference IV1.11 (Main features of the Award Procedure), that the procurement for the related Services would fall within Schedule 3 PCR and the procurement is within the light touch regime. It was also explained that the Lead Authority was entitled to select a procedure of their choice pursuant to Reg. 76(1)PCR and it was intended to follow a procedure based on the competitive dialogue (CD) procedure however reserves the right to deviate from the CD process described in the PCR to the extent permitted under the Regulations. The Competitive Dialogue approach was reflected throughout the full procurement process via the SSQ/ITPD/Dialogue Sessions and ISFT related documents. The Lead Authority is awarding the Work and Health Programme services on behalf of itself and the Participating Authorities named in 11.2.3. The award of one contract under which the services are provided to the Lead Authority and Participating Authorities. The Lead Authority will have a back to back agreement with the Participating Authorities which will govern the conduct of the procurement and the in-contract provision. The services are social services governed by Section 7 Chapter 3 PCR 2015. The award of contract is based on the contract term of 5 years with option to extend for further 12 months up to a maximum period of 7 years. The total value of GBP 17 000 000.00 GBP includes the options to extend (also the European Social Fund involvement which is until 2023) up to 2025.
