Description
Work done so far DVLA is mature in its digital, technology and service transformation journey; in detail, the Evolve programme has delivered: • New strategic enquiry platform for Drivers and Vehicles, delivered ahead of schedule. This platform is architected in an API first, cloud first architecture, which is fully scalable and handles over 8bn transactions annually • New strategic casework platform developed, delivered and live - replacing and retiring bespoke legacy technology • New Customer Account developed and launched – pulling all DVLA drivers digital services and vehicles services in one place for the first time, giving a full customer view across Drivers and Vehicles. Around 7m accounts have been created to date • New drivers digital services developed and delivered - Drivers First Provision, Ten Year Renewals, Change of Address/Details, Change of Photo, Exchange, Renew at 70 - including enhanced functionality such as photo and signature upload, improving channel shift and customer service satisfaction • Integration to the One Login strategic Government identity verification service. Over 3.5m One Login accounts created as part of DVLA services, making DVLA the single biggest Government user of OL (accounting for over 50% of all One Login accounts as of Nov 2025) • Migrated a range of Business to Business and Government to Government services, transitioning away from legacy interfaces/platforms to new, strategic API interfaces The successful supplier will be expected to support the delivery of these projects/services working closely with the DVLA resources in those teams. Alongside planned works, there is likely to be urgent work in response to wider government initiatives or legislative changes, that could result in a short-term/short-notice change in prioritise, as well as a desire to continually promote GDD good practice. Which phase the project is in Not applicable Existing team DVLA has a team of around 800 staff in the IT directorate. This includes around 100 Project & Portfolio Management professionals (PPM) and 718 Government Digital and Data (GDD) professionals. The IT directorate also hosts 41 CoDE (Centre of Digital Excellence) students; DVLA’s long-term initiative to provide a pipeline of highly qualified technologists to the organisation. The Head of Profession for Project Delivery/Head of Portfolio Management Office will ensure expectations/outcomes are clear in all Statements of Work (SoW’s) and is accountable for delivery of the pipeline. The existing delivery teams have many different skills, practices and capabilities, working to deliver the pipeline of work, aligned to the DVLA Strategy. We work with several suppliers and lines of business in agile service teams, operational teams and traditional waterfall project teams. The supplier is expected to flex and work with these teams as required. Team sizes vary between 8-12 people. DVLA has a number of digital development teams in place working across a range of products, projects and business as usual activities. The existing Product teams in DVLA includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers and Testers, Cloud Engineers, Platform Engineers and Solution Architects. The product teams are blended squads and work closely with business Service Designers and UX / UI. A typical DVLA squad consists of Software Engineers, BA, Architect, an Agile Delivery Manager, Product Owner, and SDET. We may also ask you to work in other ways as necessary, whether as part of a delivery team or in a stand-alone capacity, interfacing with other teams/aspects of the DVLA business as required. Each individual Statement of Work will outline the responsibilities and interactions necessary to deliver the required objectives/outcomes. Address where the work will be done A regular on-site presence at our office (Swansea) will be required for all pieces of work. This will be agreed for each statement of work with the SoW owner/manager, but is likely to include 60% of time spent on-site. For the remaining time, work can be conducted at the supplier’s own site/ from home Main Office Address: Longview Road, Morriston, Swansea, SA6 7JL (DVLA also has other offices in Swansea which the supplier will be required to attend). DVLA also has a small office presence in Birmingham; attendance at this site may occasionally be required, however regular work is not expected from this office and Suppliers cannot be based at this location or use it as a basis for submitting their proposals. Working arrangements Full Time, 5 days a week The charging mechanism in place for the Call-Off Contract and any agreed Statements of Work will be agreed via the SoW; this will either be Time & Materials, or fixed price based on an agreement between DVLA and the Supplier that this would be viable. Suppliers shall provide transparency to the Buyer on the rates paid to resources & any third parties in the supply-chain on request. Statements of Work will be issued to define the deliverables. The supplier’s team will need to work effectively with existing and future teams (both civil servants & other suppliers). Expenses will only be paid with prior agreement with the SoW owner, and travel to sites required outside of expectations set. All expenses will be in line with DVLA policy. It will be important that the Supplier can provide continuity of resources on any given SoW, for knowledge transfer/efficiency. The supplier will have regular pipeline/performance reviews with Head of Profession for Project Delivery/Head of Portfolio Management Office to discuss progress against delivering intended outcomes for each project and suggest/deliver interventions to ensure outcomes are delivered in time, at lowest cost, realising value for the customer. Engineering roles that access production environments/live data for development or support work will require SC clearance.” DVLA will sponsor the request for SC clearance, but any people supplied must meet the requirements for SC clearance. Evidence of clearance must exist before access to accounts/systems can be provided. Latest start date 2026-06-22 Enter the expected contract length: 2 years Extension period: 1 year Special terms and conditions The SoW (contributions of the supplier to the delivery of the shared outcomes, within the blended team) will be agreed for each phase of pipeline delivery in conversation between the Head of Profession for Project Delivery/Head of Portfolio Management Office, commissioner (usually Project Manager) and the supplier. The volume of work is not guaranteed and there may be gaps between Statement Of Work however, there will be an expectation of the listed resource roles to be available as and when required. This is an up-to value contract there is no guarantee the allocated amount will be fully utilised. The supplier will support the DVLA to expand our digital delivery capacity, working predominantly in blended teams with DVLA staff to deliver DVLA’s digital and technology agenda. DVLA require a supplier to provide skilled resources within roles across both the Government Digital and Data (GDD) and Project Delivery job families, including but not limited Project Management, Software & Infrastructure Engineering/Development, Cloud engineering, Agile Delivery Management, Architecture, Testing, and Business Analysis/Service Design, either as single roles or as part of a supplier-provided multidisciplinary team, predominantly working within or alongside blended teams of Supplier(s) and DVLA resources to deliver the outcomes/customer value: • Improved user experience • Empowered collaboration • Innovation culture • Data Driven Decisions • Excellent Service • Enhanced security (secure by design) DVLA is planning to undertake a number of projects over the three-year contract life (2026/27 – 2028/29). These may be aligned to any number of key areas, including: • Business Change and Process Improvement • Adoption and exploitation of emerging technologies, i.e. Artificial Intelligence • Infrastructure delivery – On premises and Cloud • Software Engineering – customer facing digital services and/or staff-facing systems • Transformation of our legacy IT estate, moving towards our agreed strategic architecture • Cross government initiatives, E.g. One Login, Gov.UK Wallet, Gov.UK App, etc Where the supplied staff will work Wales Who is the organisation using the products or services The users of the digital services DVLA builds include UK and world Citizens, DVLA staff, motoring industry, data consuming/publishing organisations and other Government Departments. All need to be able to use the services safely, via the most efficient journey possible. The pipeline of work will be constantly evolving over the course of the contract. In order to maintain our level of service, we require a supplier that can support delivery of the outcomes from our digital products and services aligned to various Government standards, including the GDS Service Standards, Technology Code of Practice, Secure by Design and DVLA’s own, well-established Architecture and Engineering standards and design principles. Why the work is being done The size and scale of DVLA and its objective to deliver digital services means that change is a constant for the organisation. Broadly, DVLA’s strategic aims are: • Customer centric in the way we deliver our services. • Consolidate our position as a dynamic, digital organisation which provides high quality, innovative and secure-by-design services. • Data driven, making the best use of the information we hold. • Continue to be a great place to work. In order to support these aims, a number of programmes have been established, delivering various change initiatives in an ever-changing portfolio. As such, the Supplier may be asked to provide resources to support a wide range of initiatives at any one time under the scope of this contract . In the main, these initiatives are likely to be technology based and manage the resulting business change. The supplier may be asked to work in any one of these programmes and be assigned to a project which could be at any lifecycle stage. The business problem you need to solve Whilst DVLA is at the forefront of digital service delivery in government, there is a desire to transform more services and exploit opportunities to implement new and emerging technologies at an increased scale. DVLA operates an in-house IT organisation with around 800 IT and project professionals. However, the scale of our ambition means that our organisational capacity requires bolstering in order to maintain our desired pace of change, coupled with the need to deliver a broad programme of legislative changes (which can often have pre-determined timescales), means that the DVLA requires a partner that can respond quickly, scaling up and down in teams or areas of specialism to support delivery as needed. In order to meet new demand quickly, we intend to call on a Suppliers skills, support and experience to deliver the outcomes of changes. On other occasions, the supplier may be working to support the delivery of longer-term outcomes on a strategic project, as part of a blended team. The expectation is that the partner will be able to provide highly skilled and experienced individuals that will be able to easily integrate themselves into the organisation, based on DVLA’s forward-looking portfolio, under the direction of the Contract Owner and Portfolio Management Office. First user type: The users of the digital services DVLA builds include UK and world Citizens, DVLA staff, motoring industry, data consuming/publishing organisations and other Government Departments.
