The purpose of this PMC is to gather market information for the provision of commercial skills training pertaining to the planning, procurement and management of public capital works projects in Ireland. The Department of Public Expenditure, NDP Delivery and Reform is considering the establishment of a future Central arrangement for the provision of commercial skills training pertaining to the planning, procurement and management of public capital works projects in Ireland. The Commercial Skills Academy (CSA) is a unit within the Department of Public Expenditure, NDP Delivery and Reform to enhance the commercial delivery capabilities of key spending departments through focussed training programmes to improve the capabilities of those public servants charged with the delivery of public capital investment projects such as those set out in the National Development Plan. Since 2019 the CSA has delivered training to practitioners at all levels, supporting the Capital Works Management Framework (CWMF). This includes practitioner training, eLearning modules, masterclasses, information sessions and conferences. Public capital investment projects are often complex and even the best planned projects can be impacted by unforeseen circumstances. In this context, public servants need the commercial skills to address these issues in a timely and effective fashion. The initial focus of the CSA is to provide the necessary commercial skills training pertaining to the planning, procurement and management of public capital works projects in Ireland. It is envisaged that services may be delivered by external market operators to be procured in accordance with national and EU public procurement rules. As part of this process, the Office of Government Procurement wishes to take market soundings to identify market capabilities and to consider alternative approaches for service delivery in the development of a future central arrangement.
