NHS Midlands and Lancashire Commissioning Support Unit are working as an agent on behalf of NHS Lancashire & South Cumbria Integrated Care Board (ICB) who are looking to undertake a future procurement for the provision of Integrated Care Services to cover West Lancashire. NHS Lancashire and South Cumbria ICB are committed to the provision of a high quality Integrated Urgent Care Service which shall include: • Co-located Urgent Treatment Centre (UTC) • Walk in Centre • Acute Visiting Service • Deep Vein Thrombosis (DVT) Service; • Clinical Assessment Service (CAS), that are integrated with the other strands of 24/7 urgent and emergency care in Lancashire and South Cumbria which meets the values, rights, obligations and expectations of patients as set out in the NHS Constitution. Integrated Urgent Care Services will be provided to individuals who are, or believe themselves to be, acutely ill with a condition that requires urgent attention, such that their immediate care needs cannot safely be deferred until the next day or to the end of the out of hours period. It is required to be sustainable, based on a service model that is clinically and commercially robust that can attract and retain suitably qualified competent practitioners and integrate with other services. This provision includes the treatment of minor illnesses and injuries at Ormskirk Urgent Treatment and Skelmersdale Walk-in-Centre located within the West Lancashire locality. The service provided will offer a patient-centered Integrated Urgent Care Service accessible either via referral from "111" or via walk-in/self-presentation, delivered by a multi-disciplinary workforce. The service will provide an accessible local service that complements and enhances other unscheduled care services, including but not restricted to; out of hours nursing, mental health, social care, public health and pharmacy. The aims of the service are to provide a clinically safe and competent integrated out-of-hospital urgent care service that is accessible to the local population across the West Lancashire locality. The service is to provide access to unplanned/urgent care, working in partnership with the wider urgent care system across primary, community, secondary, health and social care sectors. The core business of the service is the management of minor injuries and minor ailments. The centres should be for walk in and virtual (telephone and video consultation) patients and offer convenient access to local NHS services, information and treatment without the need for an appointment. The designated Urgent Treatment Centre and Walk-in-Centre will accept direct booking from NHS 111 via a direct digital booking system. The centre can encourage patients to make an appointment by calling NHS 111 or via NHS 111 online, in line with national guidance. The service will also enable patients with ambulatory care conditions to receive care in a timely manner and in partnership with other out of hospital services to ensure co-ordinated, patient centred care. The Contract is due to start 1st April 2026. The contract will be for 3 years with an option to extend for 2 years, until 31st March 2031. The maximum financial value for the procurement is yet to be confirmed. However, it is likely to be between £3,600,000 and £4,200,000 per annum. This will be a maximum financial envelope of £21,000,000 for the full 5 year term (3 years with an option to extend for a further 2 years). This may change. Lot 1: The ICB would like to invite any organisations who would be interested in delivering the Integrated Urgent Care Service in West Lancashire, to a virtual provider engagement meeting to discuss the requirements of the service, how providers can submit a tender and answer any questions that any potential providers may have. The engagement meeting is scheduled to take place on Tuesday 26th August 2025 10:00am-11:00am via Microsoft Teams. All questions and answers from the session, will be noted and shared with the final tender documents, which is due to be released Friday 5th September 2025 (to be confirmed). The deadline for requesting attendance to the Engagement meeting is 12:00pm on Wednesday 20th August 2025. Providers who have expressed an interested before the deadline, will then be sent an invitation to the event by email. The ICB is likely to release a Competitive Process for the Integrated Urgent Centre tender, Friday 5th September 2025 (to be confirmed). The contract duration is likely to be for 3 years, with an option to extend for a further 2 years (to be confirmed). The maximum financial value for the procurement is yet to be confirmed. However, it is likely to be between £3,600,000 and £4,200,000 per annum. This will be a maximum financial envelope of £21,000,000 for the full 5 year term (3 years with an option to extend for a further 2 years). This may change. Additional information: This notice has been issues subject to the Provider Selection Regime (PSR) regulations 2023 for the Procurement of Healthcare Services, to establish interest in the services here described. Provider Selection Regime: The Integrated Care Board (ICB) is aware of its transparency obligations under The Health Care Services (Provider Selection Regime) Regulations 2023. Please note for those providers expressing interest for these services, this does not guarantee that there will not be a requirement to register for any future provider selection process. This Expression of Interest notice is not confirmation that the ICB will take further action, and providers should not rely on their response to this Expressions of Interest notice as confirmation that the ICB will proceed further. Furthermore, although the ICB is conducting this market engagement exercise, it is under no obligation to implement any suggestions from providers. All details provided by the ICB are in draft format, the ICB reserves the right to change/amend any aspect of the requirement prior to any potential future procurement activity. The ICB also reserves the right to discontinue the market engagement process at any time, which shall include the right not to award a contract or contracts and reserves the right to award a contract in part or to call for a new Market Engagement process. This notice is issued subject to Health Care Services (Provider Selection Regime) Regulations 2023. Please note that any subsequent contract emanating from this notice will be subject to these Regulations. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 will not apply to any future award. The Contracting Authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or attendance at any meetings or events either virtually or in person. All dates, time periods and values specified in this notice are provisional and the Contracting Authority reserves the right to change these. Transparency: The Contracting Authority is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR) and may be required to disclose information received in the course of this procurement under FOIA or the EIR.
