Description
The organisation: The project is organised according to the model ‘Interaction for turnkey contract’. An incentive agreement will not be used. After the end of the interaction phase, a contract will be signed for phase 2, turnkey contract, based on an agreed contract price. The procurement: An interaction contractor will be procured with an engineering design group that together with the builder will develop the project in collaboration from the beginning. After the completed pre-qualification, the group will be selected based on a number of discretionary criteria, including price. The key personnel's competence, experience, suitability for the project and assignment comprehension will be decisive for the evaluation. Lot 1: The procurement will be implemented as a limited contest with negotiations in accordance with PPR Part I and III. About the project: In the Council Meeting on the 22nd of April 2020, it was decided that Midtbygda Nursing Home will be demolished and replaced with a new building. The current residents will be transferred to the new Åsane Nursing Home before the demolition works can begin. The new Midtbygda Nursing Home will be a rehabilitation and short-term nursing home. How many places it will be possible to establish will be reviewed in the draft project phase, but the aim is to have space for ten resident groups, each with ten resident rooms. 20 of the places will be rehabilitation places with associated exercise areas. In addition, a day activity centre will be established for 30 home residents, as well as some functions that Åsane nursing homes will also be able to use. Refer to the function description and room program from the ordering Department. Environmental ambitions, BREEAM, Emission-free building sites, incentive model: The new Midtbygda Nursing Home will be BREEAM-NOR certified to level Excellent. Furthermore, Bergen Municipality has ambitions for the building to be able to achieve Plus House Standard, and that the project will as far as possible be implemented as an emission-free construction site. Transport to and from construction site will primarily be fossil-free. With regard to emission-free construction sites, this project has been selected as one of two pilot projects at EFU. In this connection, EFU has entered into a contract with BKK, which will be the agency's advisor concerning emission-free construction sites. EFU's ambitions are to achieve the greatest possible degree of emission-free construction site in this project. A bonus will be paid depending on to what degree emission-free site machines will be used. This is further described in the annex to the interaction contract.
