Service Concession BPA in Hustadvika Municipality

Hustadvika Municipality would like to invite tenderers to an open tender contest for service concession contracts for user-controlled personal assistance (BPA) with free user choice. A service concession contract will be signed with up to 5 qualified tenderers in addition to the municipal provider. Any surplus tenderers will be selected on the basis of capacity and security of supplies. This is described in more detail in the tender documentation and the requirements specification. There will be a need for both assistants, health workers, milieu therapists, and nurses. Health services are not normally covered by BPA, but it can often be appropriate and in accordance with the intention of the scheme that the contracting authority adds some health services to the BPA scheme if it is responsible and the user wants this. The decision will include requirements for the service provider, with most weight on assistance. Lot 1: Hustadvika Municipality has approx. 13,500 inhabitants and is located in Møre og Romsdal County. As of 31.12.21, Hustadvika Municipality had awarded 9 decisions, of which 6 have a municipal provider and 3 have private providers. Approx. 848 hours are spent altogether per week. There are currently 328 hours provided a week from private providers. In 2021, Hustadvika Municipality spent approx. NOK 8 million on private BPA. In addition, there are 2 users that have a decision on BPA, but who have not yet had the decision implemented. Contracts are signed upon award of license in relation to NS 8435: - Form 8435 A Contract for delivery of user-controlled personal assistance (BPA) Upon award of assignments/decisions, the following are entered into: - Form 8435 B Individual contract for user-controlled personal assistance (BPA) In addition, the requirement specification and requirements concerning wages and working conditions apply. In the event of any conflict, the contracting authority's requirement specification takes precedence The need and scope of the services can change in accordance with the decisions on assistance that are made and the choices that the service recipient makes. Tenderers have the demand risk and there is no guarantee of a minimum volume for the users. The contract period is 3 years, with an option for an extension for 1 + 1 year.
