Procurement of a tool carrier for municipal road operations in Lillehammer Municipality. The contracting authority for the procurement is Lillehammer municipality, Road and Traffic Department. Lot 1: The contracting authority will procure a new tool carrier for municipal road operations in Lillehammer Municipality. It is a prerequisite that the tool carrier can be tested during the evaluation of the tender. The testing will be done in Lillehammer, or in a place with equivalent geographical and topographical conditions. ‘The procurement will be carried out in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) PPR 2016-08-12-974. part I and part III. A contract will be awarded in accordance with the open tender contest procedure, cf. the Public Procurement Regulations § 13-1 (1). Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is drawn to the fact that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that contain deviations from the procurement documents, uncertainties etc. that are not considered significant, cf. the regulation § 24-8(2) a. Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with attachments and possibly ask questions in case of ambiguities via the communication module in the Mercell portal.’ The contracting authority reserves the right to cancel the tender contest if there are justifiable reasons. A Cancellation or total rejection must always be justified in accordance with the contracting authority's information obligation. Standard contract terms apply to this procurement (attached).
