Lot 1: The aim of this research is to review how effective the pre-emptive nature of the system is in delivering compliance in the Scottish building standards system. Identifying its strengths and weaknesses, evaluating practical implications that may increase the risk of non-compliance, and assessing opportunities for improvement to ensure the system operates as intended. This research should identify local authority verifier accountability and impartiality for projects where they have an interest e.g. schools, community halls and other buildings under their control.
