Description

Procurement of the European Union Governmental Satellite Communications (EU GOVSATCOM) Hub infrastructure via the establishment of an Innovation Partnership, encompassing both the studies for the design of the EU GOVSATCOM Hub infrastructure and the development, deployment and acceptance of the resulting infrastructure. Lot 1: The general aim of this procurement procedure is to conclude multiple Innovation Partnership contracts structured in stages following a sequence of steps in the research and innovation process for the purpose of: a. performing studies for the preliminary design of the EU GOVSATCOM Hub infrastructure; b. developing the infrastructure; c. deploying the infrastructure; d. providing initial operations of the infrastructure for the purposes of testing, validation and early service function; e. upgrading the infrastructure to accommodate other functionalities. This process provides for intermediate targets to be attained by the partners. The above activities are structured in two contract stages, as follows: • stage 1 — preliminary design: — feasibility and preliminary design (system), — consolidated design at system and N-1 level; • stage 2 — development: — detailed design and N-1 development, — system integration and qualification, — deployment (Option 1a and 1aa) or storage (Option 1b), — upgrading the infrastructure for scalability and connectivity purposes (Options 2 and 3), — provision of initial services for additional 6 months (Option 4), — secure connectivity SECMON (SC SECMON) (Option 6). The Agency envisages to: a. conclude multiple innovation partnership contracts as a function of the budget available and value for money of the proposals formulated by the tenderers; b. activate Stage 1 with all the innovation partnership bidders to whom a contract is awarded; c. down-select only one contractor for the activation of Stage 2 according to specific criteria indicated in the tender specifications. Final score = 70 % of qualitative evaluation score + 30 % of financial evaluation score.
