Trondheim Bydrift will enter into an agreement for reception and recycling of sweeping material. The announcement of a market dialogue and subsequent dialogue with the market shows that there is only one supplier in the region that has the facilities and space to recycle sweeping material. Trondheim municipality is responsible for the municipal roads in the city, and the municipality consumes several thousand tonnes of grit every winter. The material swept up in the spring and collected in temporary storage along with other material from street sweeping and material from sand traps. Trondheim municipality needs an agreement that ensures that this material is received at an authorised landfill site. Any appeals must be submitted via the message function in Mercell by 27.10.23 Lot 1: As the municipality must transport/drive the material to the reception centre itself, the reception centre cannot be too far geographically from Trondheim municipality. Too long a distance would be too resource-intensive and the environmental benefits would be reduced due to emissions and energy consumption during transport. Due to a lack of interest in the market dialogue, inspections/visits were made to the potential suppliers in the region that the contracting authority was aware of. During the inspections, it was found that only Rimol Miljøpark AS has a facility for recycling sweeping material. Other stakeholders do not currently have facilities for recycling sweeping material and are therefore unable to offer this service. Rimol Miljøpark AS's solution is highly harmonised with the principles of circular economy. Rimol Miljøpark AS's solution is circular in the sense that it extends the useful life of rock and gravel materials by crushing larger matter into smaller fractions, which in turn can be used with a quality similar to newly extracted material. These fractions can be used down to 63 micrometres in diameter, with the smallest material being used for concrete production. Heavy metals accumulate on the surface in materials smaller than this and are converted into a compact clay, which in turn is deposited. This means that a far smaller proportion goes to landfills than if the sweeping material from Trondheim municipality were to go directly to landfills. This clay also provides very good control of runoff, as it has very low permeability, which means that heavy metals and other substances do not run off into ecosystems (runoff is regularly monitored by the State Manager, and as such this is not a claim of purity by Rimol Miljøpark AS). Questions were also asked about energy consumption, where the product sold after the recycling process in the form of a 3rd party certified EPD has far lower energy consumption and CO2 emissions than when new material is extracted. This is a solution that Trondheim municipality wants to utilise in order to act in line with political guidelines for energy and climate. We still want to see competition in this field and hope that other stakeholders will continue to develop circular solutions so that recycling sweeping material becomes a standard throughout the market. Trondheim Urban Operations has therefore recently investigated and documented that there are no other suppliers that can provide the service in accordance with the environmental requirements, and is certain that there are no other suppliers in the region that can accept sweeping material for recycling. Trondheim Urban Operations will therefore utilise the single-supplier exemption in § 13-4 of the Public Procurement Regulations and carry out a direct procurement of an agreement for the reception and recycling of sweeping material. The value of the contract exceeds the EEA threshold value, and the procurement is covered by the Public Procurement Regulations (PPR) parts 1 and 3. The announcement of the direct procurement will be made cf. the PPR § 21-5. The contract duration is 3 years with an option for 1+1+1 year. Regular market surveys will be conducted to determine whether other suppliers can offer the service with an equivalent or higher environmental benefit. If more than one supplier can offer the service, a tender contest will be organised in accordance with the PPR as soon as the agreement with Rimol Miljøpark AS expires.
