Description
For the provision of an integrated prevention, early intervention, treatment and recovery service addressing the needs of adults, young people and families affected by drug and/or alcohol use in Solihull. The service delivers statutory treatment functions aligned with the national Drug Strategy and OHID guidance, covering adult drug treatment and recovery, adult alcohol treatment and recovery, criminal justice pathways, family service, and children and young people substance misuse services. Lot 1: Solihull’s integrated prevention, early intervention, treatment and recovery service addresses the needs of adults, young people and families affected by drug and/or alcohol use in Solihull. The service delivers statutory treatment functions aligned with the national Drug Strategy and OHID guidance, covering adult drug treatment and recovery, adult alcohol treatment and recovery, criminal justice pathways, family service, and children and young people (CYP) substance misuse services. <br/><br/>Objectives of the service: <br/><br/>To provide access to individuals or families in need. In particular to ensure that pathways to help are available for: patients within healthcare services (primary and secondary care), clients of social care agencies, vulnerable young people (e.g. those in LA care, young offenders or those excluded from school) and offenders within the criminal justice system. <br/><br/>To actively support individuals identified as dependent upon drugs or alcohol in hospital settings to access the drug and alcohol service in the community. <br/><br/>To ensure that individualised packages of treatment and support are offered to those seeking help, whether individuals or families, which meet the highest standards of care and demonstrate excellent results. <br/><br/>To provide harm reduction services to substance misusers including: advice and information, needle exchange facilities, supervised consumption and administration of medication, Blood Borne Virus (BBV) testing and vaccination. <br/><br/>To provide treatment and support which encompasses all domains of need (medical, psychological, social and emotional) and is fully and seamlessly integrated across those domains. <br/><br/>To ensure that, in the treatment of any individual, their family/carer/friends are engaged wherever possible as active partners in the intervention plan. <br/><br/>To ensure that effective liaison and co-ordination of intervention is assured between the treatment service and other agencies working with an individual. Including adult Care and support, Children's services, criminal justice system, mental health services primary and acute healthcare <br/><br/>Solihull Council are intending to award this contract to the existing provider of this service, Birmingham and Solihull Mental Health Foundation Trust (BSMHFT) following direct award process C under PSR Regulations 2023 Regulation 9. <br/> <br/>The approximate lifetime value of the contract comprising initial term of 3 years up to 3 years extension, is £19,919,750. The level of grants and funding may change over the life of the contract, dependent on the Public Health Grant + Drug & Alcohol ringfence from the Department of Health & Social Care (DHSC). <br/><br/>The contract is intended to provide the service on an initial term of 3 years and 1st April 2027 to 31 March 2030, with the option of extending up to a maximum of 3 years to 31 March 2033.
