CO0152 Driver Improvement Training Services

Description

Essex County Council (ECC) is seeking to establish a Dynamic Purchasing System (DPS) for the provision of driver improvement courses. The National Driver Offender Re-Training Scheme (NDORS) and other SERP (Safer Essex Roads Partnership) driving interventions require suitable qualified instructors/trainers to facilitate the delivery of education and training courses. These courses are a blend of theory and practical delivered at venues and online throughout the Essex Police force area (this comprises the administrative areas of ECC, Thurrock Council and Southend-on-Sea Borough Council). The scope of the driver education requirement is to deliver Courses set by the Essex Police and the SERP in accordance with national guidance issued by the UKROEd. The Services consist of three main elements: (A) - Provision of NDORS and non-NDORS courses (provision of suitably qualified instructors/trainers to facilitate individual training sessions both theory and practical). (B) - Provision of a NDORS course booking system (C) - Provision of appropriate Training Venues This DPS will cover the scope of the first element only (A). Separate procurement exercises have been run for the remaining two elements, (B) & (C). This DPS is for a four (4) year duration and will commence in TBC 2024. Individual work packages under this DPS Agreement will commence from TBC 2024. The DPS Providers shall comply with this Services Specification as applicable to each Category. The requirement has been split into the following five (5) Categories: Category Category Description Category 1 NDORS Theory Category 2 NDORS Practical Category 3 Non-NDORS Theory Category 4 Non-NDORS Practical Category 5 Short Notice Requirements DPS Providers can bid for one or more Category, if they meet the Essential Requirements for each Category. The number of DPS Providers appointed for each Category will not be limited.
