The Council was approached by a developer for the Council to enable the development of a foodstore, and the refurbishment of the grade II listed Aldridge Manor House property to create a restaurant at ground floor with apartments on the upper floors and for the Council to take the role as investment funder and owner of the completed development. Aldridge Manor House was identified as surplus to the Council's requirement. The Council was approached by Kimberley Developments Limited with a proposal to develop the Aldridge Manor House site for a retail-led mixed use scheme. Kimberley Developments first approached the Council with a site search leading to the identification of the grounds of Aldridge Manor House and notably by the developer, the identification of the grounds of the adjacent Masonic Hall. The developer's proposal was for the Council to enable the development of a foodstore, and the refurbishment of the grade II listed Aldridge Manor House property to create a restaurant at ground floor with apartments on the upper floors and for the Council to take the role as investment funder and owner of the completed development. The proposed scheme consists of the development of a new foodstore located within the boundary of the Aldridge Manor House site, conversion of the grade II listed Manor House into a ground floor restaurant and upper floors into 5 new 1- and 2-bedroom apartments, associated parking, and landscaping. The proposal also includes a new ‘civic square’ to provide an important linkage between the new development and the main core of the Aldridge shopping area. A detailed review of the proposed development provides a commercial opportunity for the Council to fund and own, and one that will create a rental income stream for the Council in addition to the generation of business rates and council tax. The developer holds an exclusive option in relation to the adjacent land without which the development could not proceed.
