Digital system for performance management, budgeting, financial planning and reporting

Ringsaker Municipality intends to procure a new cloud-based system to support municipal performance management, budgeting, financial planning and reporting. It is essential that the system is comprehensive with good integrations between the mentioned areas. It is important that the system, in a general way, ensure gains as regards quality, work processes, and efficiency. There is a need for a system that can be integrated with the financial system Visma Enterprise and used for the following main areas: Preparation of financial plans, budgeting, and budget reports, etc. Lot 1: Functionality that Ringsaker Municipality would like includes: - Give system and process support in the work on the finance plan, the annual budget and climate budget at different levels in the organisation, including political level. - Follow-up of political decisions - Managing the registration of measures and prioritising relevant measures - Give good version and framework control of the entire process. - Give a final result in the form of a digital document - System for publication on the internet - Transfer data between the tool and finance system (Visma). Ringsaker Municipality has examined the market and there is currently only one supplier, Framsikt AS, that can deliver a total system for the preparation of a finance plan, budget work, reports and publication that can be integrated with the municipality's finance system. Ringsaker Municipality is thus announcing its intention to enter into a contract with Framsikt AS. This contract will be signed no earlier than 6 January 2022. Any objections must be submitted via the Mercell system.
