Summary of the work There is a requirement to provide a service which will enable Navy Digital to maintain control of and ensure that all delivery elements remain aligned to the overarching Navy Digital and Data Plan. The service provides support to define and update the Navy’s Digital Strategy, Policy and Governance service. Expected Contract Length 24 months with an option to extend by up to 25% either by duration, cost or both. Latest start date Friday 31 January 1992 Budget Range It is estimated that the work can be delivered within the budget of £1.25M Ex VAT for a period of 24 months including all relevant T&S for which the authority expects in the order of 1800 - 2200 days of service. This budget includes a fixed allocation of £20K for travel and subsistence which should not be included in the bid cost. £1.25M Ex VAT - £20k T&S allocation = £1.23M Ex VAT Why the Work is Being Done Navy Command - This Digital Strategy, Policy and Governance service is a key component within the Digital Headquarters, responsible for delivering the Navy Digital and Data Plan and bringing coherence and direction to a broad range of digital strategies, policies, projects and capabilities both planned and underway to support the Royal Navy’s journey to becoming a fully digital organisation. Problem to Be Solved Navy CDIO is responsible for delivering a wide range of C5ISR programmes and projects as well as supporting the Royal Navy's BAU digital and information activities including equipment programmes, operating budget and innovative digital solutions. This outcome must support Navy CDIO in developing and implementing a digital plan, with supporting policy and strategy that coheres with MOD and UK government Digital and Data Policy. . Who Are the Users Navy Command - Navy Digital CDIO, executive management team, down through Navy Digital subject matter expertise desk officers and programme and project delivery staffs, and X-government organisations exploiting digital and information services in support of HMG maritime objectives. The Outcome will provide a Digital Strategy, Policy and Governance service to the entirety of Navy Digital and other Navy Command functional areas to support delivery of Digital capabilities and resources that enable Royal Navy final outputs. Existing Team Navy Digital team embraces a "Whole work force" approach and comprises of a mixture of RN/RM Service personnel, MoD Civilian and specialist contractors. This Outcome will be expected to integrate with, support and draw upon members of the Navy Digital team when delivering this service. Current Phase Not applicable Skills & Experience • Experience working within a Defence setting, delivering complex technical and digital solutions. • Providing cleared specialists with experience of accessing information at higher level of information security and security classifications. • Familiarity working in secure environments and using secure data management practices. • In a maritime and naval context, demonstrate experience and ability for bring coherence and direction to a broad range of digital projects and capabilities. • In a defence context, experience in business planning, P3M management, governance and reporting. • Experience of providing coherent and co-ordinated resource, finance, planning process and approvals across a Digital Portfolio within the defence, ABC and IYM. • Experience in providing an overarching vision for digital maturity with confidence to move between the high-level, big picture of transformation, and the detail of day-to-day problem solving and implementation. • Experience of stakeholder engagement at a strategic level as well as operational level, being an advocate and champion for new ways of working. • Ability to act as an effective conduit between business/operational users and MOD delivery teams; able to balance user needs with technical considerations and vice versa. • Experience working in providing Strategy and Policy support and guidance to digital outcomes. • Experience in setting common standards that align with wider defence for data, infrastructure, applications and service design to enable better interoperability, consistency and sustainability. Nice to Haves • Experience acting as a catalyst for embedding technological and cultural change that is based on world class and industry leading approaches. • Experience working within the Civil Service and wider Whole Force support to HM Armed forces. • Experience operating independently and with minimal oversite at times, able to make decisions that can effect wider Digital Policy with a defence or government organisation. • Experience of successful Defence Project and Programme management, preferably within PRINCE 2, APMP and MSP Practitioner disciplines. • Experience of, or willingness to learn, Agile principles and methodologies, GDS Frameworks and user-centred design and development methodologies and techniques for the digital environment • Experience or knowledge of the COBIT framework • Demonstrate the professional credibility required to work collaboratively across Digital and Technology project and internal organisational boundaries that exist in defence & government departments. Work Location Work is primarily based in NCHQ Whale Island, Portsmouth, HMNB Portsmouth, with the ability to remote work and some travel within the UK, all task dependent. Working Arrangments This service will be working in a team with stakeholders from within Navy Command, MoD, and other government departments to enable capability outcomes in support of MoD and HMG national security objectives. The work will predominately be based at NCHQ, however the service deliverables will direct where tasks are carried out, and travel will be required where necessary. Security Clearance MoD approved SC is required at contract start for all personnel assigned to this service. Additional T&Cs All expenses (T&S) must be pre-agreed between the parties and must comply with the MoD Travel and Subsistence (T&S) Policy. All suppliers are obliged to provide sufficient guarantees to implement appropriate technical and organisational measures so that the processing meets the requirements of GDPR and ensures the protection of the rights of data subjects. How will T&S be charged and payments made throughout the contract? "The contract value will include up to £20K of T&S to be invoiced as actuals in line with MoD T&S ratesThe £20K for T&S is not to be included within the bid tender.Foreign travel will require Authority approval before these costs are met. T&S throughout the contract will be limited to a maximum liability of £20K.The service delivery will be receipted and invoiced in arrears via CP&F and EXOSTAR using the method of Capped time and materials." 2. Will this be assessed as inside IR35? It is not expected that IR35 will apply. An assessment will be made after the winning supplier has been selected. 3. Is there a Cyber Risk Assessment? Will there be any performance indicators within the contract If Performance indicators are required, these will be advised following down-selection 7. How will initial tender submissions be evaluated ( part 1) Each tenderer will be evaluated and allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against their responses to each of the essential and nice to have criteria. The points awarded for each criteria will be added together to give the total technical evaluation points. 8. How will initial tender submissions be evaluated (part 2) The Authority reserves the right to consider tenderers non-compliant if their points are below 2 on any criteria. Tenderers may also be considered non-compliant if their proposed start date is after the required start date, if their day rate is above the stated budget or fail to meet submission deadlines. Non-compliant tenderers will be excluded from the competition and their total technical evaluation points will be 0. 9. How will initial tender submissions be evaluated (part 3) Tenderers with the three highest total technical evaluation points from this evaluation will be down selected and invited to take part in stage two. 10. How will final tender submissions be evaluated after initial down selection The submitted proposals and work histories will form the basis of the evidence for selection during the final tender and will be scored using the following weighting: Technical competence 70%. Cultural fit 10%. Price 20%. 11. Who is the incumbent company delivering this work? This is a new requirement so currently no incumbent. 12.
