Summary of the work "CDPS is seeking a supplier to lead a landscape review of digital services across the Welsh public sector. The review will act as both a benchmarking exercise and the foundations of an evidence base to help us set and shape our future delivery plans." Expected Contract Length 4 months for Phase 1 (discovery/alpha), 8-12 months for phase 2 (beta)" Latest start date Monday 21 June 2021 Budget Range "Phase 1 work package covering discovery and alpha, to end October 2021: £150-250k. Phase 2 work packages covering beta delivery of the review to October 2022, on a call-off basis, are expected to be in the region of £150-300k in total." Why the Work is Being Done " CDPS needs more robust evidence and rigour to support how it selects its future priorities as it scales up activities, building on a successful start-up phase in 2020. This work will ensure the team can make strategic choices about what it does in order to deliver impact and value in a transparent, data-driven way that benefits the Welsh public sector as a whole, and that can be clearly communicated across the system. The landscape review should also help unlock wider benefits for the Welsh public sector as a whole - identifying areas where we can collaborate to make significant improvements to users’ experience of services, or to save resources that would be better used elsewhere. It will provide an evidence base for teams across Wales to draw upon when making a case for future investments. " Problem to Be Solved "At present, there is no overarching quantitative or qualitative view of the state of digital public services across Wales. Some data may exist in pockets, but the coverage and quality of it is not well understood at the centre. This makes it difficult to set priorities, assign investment, or find potential opportunities for collaboration, making savings or joining up organisations that are trying to meet common needs. There are several areas where having a deeper evidence base (and means for keeping it up to date) would help address these gaps: Services Platforms Contracts and technology Skills and team Over time, we would expect a landscape review to address all of these questions. However, we would be looking to suppliers to provide us with a clear plan for how they would tackle these questions iteratively, recognising that an attempt to ‘boil the ocean’ in one go is unlikely to succeed. " Who Are the Users "As a leader in the CDPS, I need to be able to clearly justify why the organisation chooses to focus on delivering some interventions over others on the grounds that (to the best of our knowledge) they will have the highest impact and meet needs that are encountered by multiple organisations, so that I can be confident that the CDPS is showing leadership and appropriately supporting the whole of Welsh public sector in its digital transformation. As a Chief Digital Officer in local government, the Welsh government or the NHS, I need to be able to see what the current state of my service portfolio is in the context of the wider public sector, so that I can prioritise my resources effectively, collaborate with other organisations on shared challenges and understand how the CDPS will support me and my teams in the future. As a minister in the Welsh government, I need to be convinced that the CDPS’ programme is focusing on the right priorities to improve public services and deliver value for money, so that I am assured that any current and future investments will deliver excellent outcomes for the citizens of Wales. " Early Market Engagement Blank Work Already Done "The Chief Digital Officer for local government has begun a complementary review with Welsh local authorities that the landscape review should be able to build upon. There are also versions of service catalogues that have been developed by the Welsh government. NHS Wales have architecture and infrastructure reviews. This is a new piece of work, there is no incumbent. " Existing Team "CDPS established in 2020 as a small and growing team. We'll remain very close to the review to provide connections to stakeholders, challenge and assurance of the developing outputs, and help the supplier to unblock issues. We expect the supplier to work closely with CDPS to determine the ongoing delivery model as part of identifying how the landscape review evidence base can be maintained and improved over time. We also anticipate that the supplier will be asked to work closely with other leaders (and their teams) in the Welsh public sector in order to ensure that the process remains collaborative." Current Phase Not started Skills & Experience • Political and organisational sensitivity, and exceptional stakeholder management skills • Strong understanding of how to define and set priorities in complex digital programmes • Highly numerate and comfortable in structuring and analysing complex and/or ambiguous data • Exceptional communications skills, both of data and strategic concepts • Credible and persuasive advocates for agile, user-centred service design with understanding based on experience of common obstacles to service change • Demonstrable experience of working in the open Nice to Haves • Knowledge of digital service delivery in the Welsh public sector • Experience of benchmarking government digital service delivery at a national level • Professional-level fluency in Welsh language • Experience turning complex technical landscapes into actionable insights Work Location Remote Working Arrangments We expect this work will be done remotely for the foreseeable future. Should official guidance change during the duration of this engagement, you may be expected to attend meetings across Wales. Security Clearance At minimum a security clearance at Baseline Personnel Security Standard (BPSS) will be required for all members of the team. Some interviews and written work will be conducted in Welsh and you will need to be able to provide this capability as part of your delivery team. The Chief Digital Officer for local government has begun a complementary review with Welsh local authorities”Are you able to advise when you expect this to be completed? Are there any additional details available regarding this review at this stage? We expect that work to be done before this contract is awarded. Outputs will be shared with the successful supplier once work has started 3. Where the requirements specify that “Some interviews and written work will be conducted in Welsh and you will need to be able to provide this capability as part of your delivery team.” Does this mean the successful provider needs to provide a person in the delivery team who is proficient in written and spoken Welsh to a professional level, or would CDPS be content with using external translation (and interpreting) service to satisfy this capability? It is up to the supplier to propose how they will best meet this requirement. 4. Could you clarify whether “All proposed costs should include translation costs, both written and spoken.” refers to ensuring that ALL written work produced within the scope of the contract must be translated and delivered in Welsh, and that all meetings, interviews or presentations where Welsh is spoken are translated into English as well? All public facing/published content must be produced bilingually. Some interviews and some written material may need to be conducted in Welsh, if requested.
