The University Hospital of North Norway (the contracting authority) is a university hospital that offers the population in the northernmost region medial expertise of high quality. The university hospital is the region's health spear point and will be leading nationally within selected fields. At the same time, the contracting authority is the local hospital for Troms and parts of Nordland, with all functions that the national authorities assign to local hospitals in Norway. The health trust is carrying out an extensive project for better interaction and more uniform patient treatment. Patient contribution and education are the main strategic directions. Lot 1: The aim of the procurement is to enter into a contract for the establishment of a car park for New Narvik Hospital, the health centre, and nursing home, as well as management of this for 15 years. After the 15 year period has expired, a new contest will most likely be held for an operational contract. If the contracting authority uses the opportunity to take over possession of the car parks at P1 and P2, the contract will be extended pursuant to the rules for this in the contest's contract documents. The tenderer will, thus, engineer and establish the car park on the stated site and then manage it in the agreed period. The remuneration for the establishment and operation is only the parking fees and any control sanctions from parking in the area. The contracting authority must own the site in question at all times, and must have free possession of the site and installations when the contract expires. The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender.
