Description
The National Court Administration is undertaking an extensive digitalisation of the law courts' activities. There is, thus, a need for access to research, analysis and consultancy services within IT. This contract will meet these needs. The contract will cover the National Court Administration's need for access to research, analysis and consultancy services within IT. 1) The supplier must offer results from analyses and surveys within the following fields: (a) IT strategy; (b) sourcing; (c) management of IT (IS Governance); (d) portfolio management; (e) enterprise architecture; (f) organisation of IT; (g) application and infrastructure modernisation; (h) IT cost optimisation; (i) safety. 2) The supplier must offer analyses and surveys within: (a) technology development, maturity and spread; (b) ranking, positioning of suppliers in various markets and technology areas; (c) best practices in various areas in the use of technology in the organisations. 3) The supplier must offer these services to the IT organisation: (a) top management within IT (CIO/IT Director); (b) other management within IT, including discipline managers within the following: (i) infrastructure and operations; (ii) enterprise architecture; (iii) applications; (iv) programme and portfolio management. (c) sourcing and supplier management: (vi) security and risk management; (vii) data analytics. (c) technical resources and architecture. 4) The supplier must offer results from analyses and surveys through personal and team-based call-off contracts: (a) role based portals that give the Contracting Authority access to analyses, surveys and tools/methods and templates belonging to a role; (b) option for unlimited access to analysts belonging to a role; (c) option for unlimited access to analyses, methodologies, templates and tools belonging to a role; (d) analyses both at the strategic level, including reference architecture, as well as specific, tactical advice on implementation; (e) sparring partner for top management and discipline managers, see point 3.a and 3.b above. 5) The supplier must offer conferences, gatherings and seminars on trends, analyses and surveys within the IT industry, management and technology. (a) international, recognised and relevant for strategic top management to professional technology management; (b) premises for briefings, conferences and seminars; (c) option for a network with other users who have an equivalent service or role, including a gathering for customers within the Norwegian public sector. 6) The supplier must be able to offer consultancy services closely related to and based on access to services for analyses and survey material; 7) The supplier must not demand exclusivity for this type of delivery; 8) The Contracting Authority will not have a procurement obligation resulting from this Framework Agreement; 9) If the person at the Contracting Authority who entered into a call-off leaves, it must be possible to transfer the call-off contract to a new person.
