Summary of the work MOD is delivering a multi-year complex, highly secure solution, peaking at ~20 Agile Development Teams. MOD requires Product Managers, Product Owners and Business Analysts to define Solution Train work, elaborate into Features for each Agile Release Train, and Stories for each Agile Development Team, and accept completed Stories and Features. Expected Contract Length 12 months with an option for a further 12 months extension Latest start date Monday 4 April 2022 Why the Work is Being Done Specialist resources are required for the seamless delivery of Defence Digital Infrastructure, Platform, Software and Applications, and Service Management services. The scope of services includes legacy Infrastructure and new cloud infrastructure, platform services, ImpEx / Gateways, EDRMS, Deployed Services, Managed Applications, Desktop Applications, Networks, Workplace Services, Service Management, service integration and testing, and Migration. Problem to Be Solved MOD requires a team of Scaled Agile Framework (SAFe) Product Managers, Product Owners and Business Analyst for a highly secure programme. The team size needs to scale with the development teams, with the initial scaling from 1st April 2022 expected to be 2 to 3 Product Managers and 5 to 7.5 Product Owners, ramping up to 5 Product Managers and 11 Product Owners by the end of 2022. Needs will vary based on agile nature of the Programme. Business Analyst will be required for the full duration. Who Are the Users MOD End Users will use the system under development for highly secure work across a range of business functions. Existing Team There is a very limited existing team consisting of client side suppliers, however the vast majority of the requested roles are new. Current Phase Not applicable Skills & Experience • DV Clearance, UK single national • Experience of working in highly secure environment (Largely office based) • Experience of working in complex programmes • Experience of agile working (particularly Scaled Agile) • Experience of requirements management, requirements elaboration or similar Nice to Haves • Appropriate Scaled Agile Qualifications • Experience of conducting Product Management and Product Owner roles Work Location Basingstoke and Corsham (Wilts) Product managers/owners will be primarily based at Basingstoke with regular travel to Corsham and other MOD sites stakeholder dependent. Business Analyst will be primarily based at Corsham with occasional travel to other MOD sites as above. Working Arrangments On the designated site 5 days per week, occasional travel to other MOD sites. What is your budget for this opportunity please? The Authority will not be providing this information. 2. What size team are you looking for? Estimations on team size given. To begin with, 3 PM/7.5 PO, scaling up to 5 PM/11 PO. 1 BA consistently required.The Product Owner/Manager requirement will change with the agility of the Programme, the contract will need to be drafted to allow this to happen (termination clause/scaled request). 3. Could you please provide further details on the end-user and stakeholder community The system supports users from all parts of the business and supports a wide range of activities within MOD, many of which are highly sensitive 4. Does the Authority intend to procure the Infrastructure, Platform, Software / Applications and Service Management elements via this procurement?If not, please would you outline your intended routes to market for these services? There is no requirement for these commodities within this particular procurement activity 5. who is the current incumbent? The Authority will not be providing this information. 6. Can you confirm the job titles of the assessment panel please? The assessment panel will made up of a number of subject matter experts, we're unable to share their job titles. 7. Will the MOD be responsible for the DV Clearance of individuals The requirement is for DV cleared individuals from the outset, with the responsibility falling to the supplier not the MOD 8. Can the Authority advise the expected timescale of down select to 4 suppliers following submission on the 11th March?Can the Authority supply the expected timescales following down select, including expected contract award date? We hope to complete the down select process by 18/03/22 and a contract award date around 29/03/22
