Terms and acronyms ATE – Active Travel England DfT – Department for Transport Summary of the work: ATE require a contract for website hosting and development. These services will be supplemented with an initial user research project to help guide improvements that could be made to our website. We may also require dev work to be done to then improve the user journey / experience of our website. Pricing model: Capped time and materials Pricing model: Fixed price Provide further information: The website launched in Sept 2024 as an online centre for AT resources, case studies and guidance to help councils/delivery partners design and deliver high quality walking, wheeling and cycling schemes. This contract will include: •Maintaining the existing service (hosting and security updates) •User research for potential improvements to the website •Enhancing the user experience with new features and wireframes While the outcome of the user research is not known, there is the possibility of ATE requiring a new web platform with extensive development work. This is to be determined and would be a decision for ATE and key partners including DfT. Confirm if you require a contracted out service or supply of resource: Contracted out service: the off-payroll rules do not apply Organisation the work is for: The work is required by Active Travel England which is an executive agency of the Department for Transport. Where you want the supplier to work: No specific location (for example they can work remotely) Latest start date: 2026-10-01 Expected contract length: 4-00-00 Expected contract structure: Two year term with option to extend for two further years. Estimated contract value (excl VAT): 400000 Budget details: Hosting and maintenance is expected to be a fixed cost. The remainder is then used for user research and any dev work required (based on rate card provided). Why the work is being done: Further improvements to our website to better meet the needs of users are required. This platform is an essential tool for ATE to be able to fulfil its strategic objectives. This is centred around building capability among local authority officers. Problem to be solved: The current wireframe / design and functionality of ATE’s website does not meet user needs and the guidance that ATE currently produces is not fully accessible. Who the users are and what they need to do: The users are largely officers working in local authorities across transport, planning and regeneration / place-making. Other government departments (DfT / MHCLG / DHSC) and other agencies (Sport England / Homes England) also access our website platform. Preliminary market engagement: The supplier for ATE’s original contract conducted a discovery phase and presented a discovery report which will be made available to suppliers shortlisted for stage 2. Work done so far: ATE previously commissioned a supplier to design, build and deploy the existing website. That has now expied, and responsibility for maintaining the platform has since been managed in-house. As a result, ATE now requires a supplier to provide ongoing support, maintenance and further development to ensure the website remains secure, accessible, resilient and aligned with evolving user needs. Current phase: Alpha Existing team: Head of Comms, Active Travel England Head of Digital, Active Travel England Head of Programmes, Active Travel England Incumbent supplier: No Working arrangements: The supplier is expected to work full-time, 37 hours per week (7.4 hours per day), Monday to Friday. The supplier must be available/contactable during core hours, 10am to 4pm. Expenses must align with DfT Travel and Subsistence policy, with no expenses incurred within the M25 corridor with all other proposed travel approved by the buyer prior to mobilisation.
