Description

The Nore Vision [RFT 147977] was drafted as a 'Open non-OJEU' tender. However, as the combined value of its lots exceeded the threshold value, it should instead have been tendered through the Open OJEU procedure. Given the time constraints that would militate against re-tendering the RFT and the specialised/complex nature of the services, KLP propose to award based on the non-OJEU RFT submissions. A notice explaining the decision of Kilkenny LEADER Partnership (KLP) to award a contract notwithstanding the use of the incorrect procurement process. Due to an error in the estimation of the value of the combined lots of The Nore Vision [RFT 147977] it was offered for tender response on the 'Open non-OEJU' rather than the 'Open OJEU' process. Due to time constraints and other related issues, KLP proposes to award the contract to the supplier identified through the Open non-OEJU process.
